(November 8, 2017) ADJOURNED MEETING OF THE COUNTY BOARD Office of the County Auditor/Treasurer of Kandiyohi County, Willmar, Minnesota. The Board of Commissioners of Kandiyohi County met at 10:00 A.M., October 17, 2017, pursuant to adjournment. All members were present. A motion by Butterfield 2nd Madsen to approve the payment of claims being $555,104.62 from Revenue Fund, $6,787.20 from Regional Treatment Center Fund, $139,070.40 from Road and Bridge Fund, $8,188.44 from County Building Fund, $8,452.93 from Ditch Fund, $7,795.33 from Library Fund, $18,476.13 from Health & Human Services Building Fund, $1,685.00 from Recorders Technology Fund, $375.05 from Eagle Lake Sewer Fund, $14,302.27 from Water & Sewer Fund, $1,902.40 from Water & Sewer Bond Fund, $475.00 from Computer/Communication Maintenance Fund, $151,943.29 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted. A motion by Nissen 2nd Butterfield to approve the minutes from the October 3, 2017 board meeting was on vote unanimously adopted. Lindsey Bruer, MnDOT District Planning Director, presented and discussed with the Board MnDOT's District 8's Ten Year Capital Highway Investment Plan (CHIP) for years 2018-2027 and MnDOT's District 8's Final Area Transportation Improvement Program (ATIP) for years 2018-2021. Larry Kleindl, County Administrator, appeared regarding the selection of voting delegates and alternates for MCIT. A motion by Madsen 2nd Ahmann to approve Commissioner Rollie Nissen as MCIT voting delegate for Kandiyohi County was on vote unanimously adopted. A motion by Madsen 2nd Nissen to approve Commissioner Imdieke as MCIT alternative voting delegate for Kandiyohi County was on vote unanimously adopted. Bids for upgrading the Closed Circuit Television (CCTV) system at the Kandiyohi County Jail were opened on October 6, 2017 at the Kandiyohi County Sheriff's Office as follows: Bidder Amount Bid Sergeants, Inc. Verona, WI $318,255.00 Accurate Controls, Inc. Ripon, WI $341,835.46 Dan Hartog, appeared and reported on the bids for upgrading the Closed Circuit Television (CCTV) system at the Kandiyohi County Jail and explained that the bid received from Sergeants, Inc. from Verona, WI did not fulfil the bid requirements and recommended that the bid be awarded to Accurate Control, Inc. of Ripon, WI in the amount of $341,835.46. A motion by Butterfield 2nd Madsen to award the bid for upgrading the Closed Circuit Television (CCTV) system at the Kandiyohi County Jail to Accurate Control, Inc. of Ripon, WI in the amount of $341,835.46 was on vote unanimously adopted. A motion by Madsen 2nd Nissen to approve the rezone application from Kelly and Brian McComb on property they are purchasing (contingent on rezone approval) in Section 10 of Lake Andrew Township from R-1 residential shorelands to a RM resource management zoning designation with the findings of the Planning Commission was on vote unanimously adopted. A motion by Nissen 2nd Ahmann to remand the Conditional Use Permit Application from Dan Prahl back to the Planning Commission for further study and collaboration with Dovre Township and the developer was defeated. Voting yes: Nissen, Ahmann. Voting no: Madsen, Butterfield and Imdieke. A motion by Madsen 2nd Butterfield to approve the Conditional Use Permit Application for Dan Prahl; applicant requesting a diesel repair shop in a C1 Commercial/Industrial District on his property in Section 25 of Dovre Township with the findings of the Planning Commission and the following conditions: 1. Any outdoor storage of parts or inoperable equipment shall be screened. 2. No unlicensed vehicles or trailers to be stored on site. 3. No semi-trailers, or shipping containers shall be used for storage. 4. Hours of operation shall be 7:00 A.M. to 7:00 P.M., Monday-Saturday. 5. No storage of materials in any required front, side, or rear yard setback. 6. No parking or loading space shall be located within ten (10) feet of the road right-of-way. was on vote adopted. Voting yes: Madsen, Butterfield, Imdieke. Voting no: Nissen, Ahmann. Mel Odens, Public Works Director, presented a Memorandum of Understanding between Kandiyohi County and the Minnesota Department of Transportation. Odens explained the six projects involved in the Memorandum of Understanding. A motion by Madsen 2nd Butterfield to approve the Memorandum of Understanding as presented was on vote unanimously adopted. The Board recessed the meeting at the Kandiyohi County Health and Human Services Building. The Board reconvened at the Kandiyohi County Rescue Squad Building where Kim Lindahl, Kandiyohi County's Emergency Manager, Chief Aaron Nelson, Ass't Chief Josh Larcom, Training Officer Josh Freeden explained and demonstrated some of the rescue equipment that they are currently using.
