(September 10, 2018) ADJOURNED MEETING OF THE COUNTY BOARD Office of the County Auditor/Treasurer of Kandiyohi County, Willmar, Minnesota. The Board of Commissioners of Kandiyohi County met at 10:00 A.M., August 21, 2018, pursuant to adjournment. All members were present. A motion by Ahmann 2nd Butterfield to approve the minutes from the August 7, 2018 board meeting was on vote unanimously adopted. A motion by Madsen 2nd Imdieke to approve the payment of claims being $397,725.44 from Revenue Fund, $4,196.61 from Regional Treatment Center Fund, $126,918.86 from Road and Bridge Fund, $26,615.02 from County Building Fund, $14,921.43 from Ditch Fund, $2,058.20 from Library Fund, $4,461.56 from Health & Human Services Building Fund, $18,968.83 from Recorders Technology Fund, $340.50 from Eagle Lake Sewer Fund, $28,708.42 from Water & Sewer Fund, $3,000.00 from Building Bonds Sinking Fund, $1,434.66 from Computer/Communication Maintenance Fund, $55,000.00 from Capital Equipment Fund, $38,605.48 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted. A motion by Madsen 2nd Ahmann to approve Resolution 2018-36 was on vote unanimously adopted. RESOLUTION 2018-36 2018 NOXIOUS WEED APPEALS COMMITTEE RESOLUTION WHEREAS: Minn. Stat. ยง, 18.83, Subd.3 (2) (2003) requires the Kandiyohi County Board of Commissioners to appoint members of a noxious weeds appeal committee, NOW THEREFORE, Be it hereby resolved by the Kandiyohi County Board of Commissioners that: 1. The "Kandiyohi County Noxious Weeds Appeal Committee" is hereby established. 2. The following are appointed as regular members of the Kandiyohi County Noxious Weeds Appeal Committee: a) Name: Steve Ahmann 295-6323 Address: 626 SW 2nd St Willmar, MN 56201 ("County Commissioner or Municipal Official" member) b) Name: Gene Gatewood 995-6247 3 year term Address: 7130 90th Ave SE (2018,2019,2020) Willmar, MN 56201 ("Landowner residing in Kandiyohi County" member) c) Name: Howard Pierce 354-2018 2 year term Address: 7454 165th Ave NW (2017,2018) Pennock, MN 56279 ("Other" member) 3. The following are appointed as alternate members of the Kandiyohi County Noxious Weeds Appeal Committee to serve only when called upon in the absence of a regular member. a) Jim Butterfield 235-1381 Harlan Madsen 664-4880 Roger Imdieke 250-2741 Rollie Nissen 235-3586 ("County Commissioner or Municipal Official" members) b) DuWayne Underthun 235-3797 Annual Appointment ("Landowner residing in Kandiyohi County" member) c) Steve Boonstra 231-1398 Annual Appointment ("Other" member) 4. The appointment of regular and alternate members is effective immediately and shall continue through December 31, 2018, except for the extended term appointments. 5. The regular members, and the alternate members when called upon to serve, shall be paid their reasonable and necessary expenses incurred while performing their duties as a member of the Kandiyohi County Noxious Weeds Appeal Committee; members, shall receive a per diem of $25.00; $35.00 if over 4 hours; mileage shall be reimbursed at the current IRS rate. The County Ditch Authority meeting was held. A motion by Imdieke 2nd Ahmann to reconvene the County Board meeting was on vote unanimously adopted. Sheriff Dan Hartog appeared regarding the renewal of the New London Spicer School Liaison Deputy Agreement for school year 2018-2019. A motion by Imdieke 2nd Madsen to approve the Kandiyohi County Sheriff's Office and the New London Spicer School Liaison Deputy Agreement for school year 2018-2019 in the amount of $79,158.86 was on vote unanimously adopted. Sheriff Dan Hartog appeared regarding the food service agreement for the jail between Kandiyohi County and Summit Food Service, LLC, formerly known as A'viands, LLC. A motion by Madsen 2nd Butterfield to approve the Food Service Management Agreement, Amendment Number Eight between Kandiyohi County and Summit Food Service, LLC as presented was on vote unanimously adopted. A motion by Madsen 2nd Ahmann to deny the rezone application of Evan Wilson; applicant requesting to rezone property from A-1 Agricultural Preservation District to R-3 Rural Residential District for increased residential density on property located in Section 20 of Kandiyohi Township with the findings of the Planning Commission was on vote unanimously adopted. A motion by Butterfield 2nd Ahmann to approve the Conditional Use Permit for Erick Ortenblad on behalf of the Experience Christ Church; applicant requesting to utilize property for church services and other church related functions/business in an A-1 Agricultural Preservation District on property located in Section 10 of Edwards Township with the findings of the Planning Commission was on vote unanimously adopted. A motion by Madsen 2nd Nissen to approve the Conditional Use Permit for Chad Koosman and Ryan Koosman; applicants requesting contractor shops, offices and yards in a C1 Commercial Industrial District on property owned by JBALL Fish Houses RE, LLC in Section 12 of Willmar Township with the findings of the Planning Commission and the following conditions: 1. Any outdoor storage of parts or equipment shall be screened (Trailers shall not be considered equipment). 2. Non-business related equipment shall not be stored outside was on vote unanimously adopted. The Commissioners gave their committee reports for information purposes only.
