36-year-old Willmar man indicted on federal child porn charge

WILLMAR -- Christopher Shawn Robison, 36, of Willmar, was indicted Wednesday in federal court on one count of production of child pornography.

According to a news release from the U.S. Attorney's Office, the indictment alleges that Robison coerced a young girl to engage in sexually explicit conduct so that he could make pornographic pictures, which were found on his cell phone. The incident happened in July at a home in Willmar.

Robison, who is in the Kandiyohi County Jail on $300,000 unconditional bail, is also charged in Kandiyohi County District Court with three felonies for first-degree criminal sexual conduct, using a minor in a sexual performance or pornographic work and for possessing pornography. He has a pre-trial hearing in that case Friday before Judge Michael J. Thompson. A jury trial is scheduled for Jan. 4.

According to Kandiyohi County Attorney Jenna Fischer, the local case will proceed with the first-degree criminal sexual conduct charge, but the pornography charges will be dismissed as they are pre-empted by the federal case.

It is likely that Robison will face a much higher penalty, more time in prison, if he is convicted of both the state and federal cases. He could serve the state sentence, and then the federal sentence, on a consecutive basis, Fischer said.

"We imagine that he will be in prison for some time, as he ought to be," she said.

There are no other criminal charges filed against Robison at this time, Fischer said.

According to the District Court complaint, the investigation by Willmar police began when a Crow Wing County sheriff's detective informed local officials on July 22 that the detective had posed as a 13-year-old girl on the Internet and had been solicited for sex by Robison.

The Crow Wing County detective and a Willmar detective obtained a search warrant for Robison's residence and seized a Motorola Android cell phone and laptop belonging to Robison.

Eight photos on the cell showed the girl in sexually explicit poses with an adult body part. The photos had been taken on July 22.

Robison was arrested and interviewed by police. He allegedly admitted to taking the photos of him and the girl in his bedroom and said he had done similar acts twice before with the girl. One of the occasions, in May or June, was photographed and the other was not photographed. He also allegedly said he had been looking for young girls on Craig's List and that he had solicited the 13-year-old girl over the Internet.

The maximum penalty for the federal charge is 30 years in prison, with a mandatory minimum of 15 years. The maximum penalty for the state criminal sexual conduct charge is also 30 years in prison and/or a $40,000 fine.
