City clerk provides ‘training moment’ to council members

WILLMAR — At the start of Tuesday night’s City Council meeting, City Clerk-Treasurer Kevin Halliday advised council members on the correct procedure for dealing with consent agenda items.

The consent agenda allows the council to approve and accept minutes of the council, boards and commissions; gambling and liquor permits; and donations, all in one motion rather than in separate motions.

In the past, a council member would typically “pull’’ an item or items for discussion and those would be approved after the remainder of the consent agenda was approved.

Halliday said the correct procedure is to pull an item only if a council member wants to change something.

Halliday said a council member can acknowledge or discuss a consent item without pulling it from the consent agenda.

“During the discussion just draw attention to that and it doesn’t require two separate motions: one for the consent agenda and one to approve the minutes of what was pulled off,’’ he said.

In an interview, Halliday said the consent agenda should always have worked that way. He said the procedure has nothing to do with the council’s rules of order.

“If they have intent to change minutes, even if the minutes and reports don’t get changed, that’s fine to pull them off,’’ Halliday said.

“It was a training moment.’’
