City panel requests Feb. 21 hearing on street projects

WILLMAR -- The Public Works/Safety Committee is recommending the City Council schedule a hearing Feb. 21 to take comments from the public on the preliminary report of proposed 2012 street construction and improvement projects.

The council will hear the recommendation when it meets in regular session at 7 p.m. Monday in the chambers at the Municipal Utilities Building, 700 Litchfield Ave. S.W.

The council on Jan. 17 ordered the Engineering Department to prepare the improvement report, and the report was presented to the committee this week by Public Works Director Holly Wilson. State law requires the city engineer to submit the report to the council.

Wilson said sources of funding for the $2.7 million cost include state aid and bond proceeds, assessments against benefited properties and Willmar Municipal Utilities.

Projects are as follows:

Reconstruction

- Oak Lane Northwest -- Seventh Street Northwest to the east.

- Russell Street Northwest -- Ella Avenue Northwest to Olaf Avenue Northwest.

- 14th Street Southwest -- Grace Avenue Southwest to Willmar Avenue Southwest.

- Bernard Street Southeast -- Highway 12 to Becker Avenue Southeast.

n Elizabeth Avenue Southeast -- Robert Street Southeast to 14th Street Southeast.

n Roise Avenue Southwest -- First Street to Fourth Street Southwest. This project will have an alternate bid for construction of a concrete section from First Street to Third Street. If the alternate bid is approved, the project would be a test section for use of concrete in street construction, said Wilson.

New construction

- Willmar Avenue Southwest -- Industrial Boulevard to 22nd Street Southwest.

Overlay projects

- Fifth Street Southwest -- Kandiyohi Avenue Southwest to Willmar Avenue Southwest.

- Ninth Street Southwest -- Willmar Avenue Southwest to 19th Avenue Southwest.

Miscellaneous

- First Street bridge deck rehabilitation -- new joint seals and maintenance.

n 22nd Street Southwest path -- Willmar Avenue to 15th Avenue.

- 24th Avenue Southeast sidewalk -- First Street to 550 feet east.

- Willmar Avenue Southwest path -- County Road 5 to 22nd Street Southwest.

- Crack sealing and seal coating.
