City to seek proposals for sewer project
WILLMAR -- The city will be requesting proposals from consultants to design the Lakeland Drive sanitary sewer improvement project.
City Public Works Director Holly Wilson says requests for proposals are being prepared and will be sent out around July. Design services are being requested up through the bidding process.
City staff would review proposals and probably recommend a consultant to the City Council in September, said Wilson.
The project would upgrade the current 24-inch diameter sewer line to a 30-inch line from Willmar Avenue Southeast to about Civic Center Drive Northeast. A lift station at MinnWest Technology Campus would also be improved.
The project includes reconstruction of Lakeland Drive.
Under the tentative schedule, construction would begin in May 2014 and be completed in October 2015, said Wilson.
The project is part of the city's five-year capital improvement program and has been identified in the city's comprehensive wastewater plan to provide capacity for future development in the area.
"It's a big project,'' said Wilson.
The sewer line work will be financed with a loan from the Minnesota Public Facilities Authority and will be repaid through sewer rates. The road reconstruction work will be paid with state aid highway funds and assessments.
Wilson updated the council's Public Works/Safety Committee this week about the Lakeland Drive project.
In other business, the committee voted to recommend the council send the final Barr Engineering watershed management plan to the Storm Water Task Force for review and comment.
The report recommends the city increase the size of storm sewer lines as streets are reconstructed and use open spaces within the city to detain storm water during periods of heavy rainfall.
Task force members will meet sometime next week and would return their comments to the committee on June 26. The plan would be presented to the council for adoption July 2.
Also, the committee voted to recommend the council hold a hearing June 4 to take comments from the public on proposed assessments for this year's street overlay and reconstruction projects.
The proposed assessment for reconstruction is $67.17 per foot compared with $59.76 in 2011. The proposed assessment for overlay work is $26.08 per foot compared with $25.46 in 2011.
The reconstruction assessment is more this year than 2011 because most of the work is proposed on avenues rather than streets. Assessments are based on the address side and avenues typically don't have as many addresses as streets, said Wilson.
The committee report will be presented when the council meets at 7 p.m. Monday in the chambers at the Municipal Utilities Building, 700 Litchfield Ave. S.W.
In other business, the council will consider the proposed downtown plan; will receive reports from the Finance Committee and Community Development Committee; and will be introduced to the Willmar Fests queen candidates.
The council will take comments from the public during the open forum; and will consider a special event on-sale liquor license permit for Dave Baker of Baker's Eagle Creek Eatery to sell alcohol during the Willmar Fests beach party, ski show fireworks.
