 ST. PAUL - The long-running turmoil over how the Minnesota Republican Party paid for a recount in the 2010 governor's race may finally be over.


Administrative law judges this week dismissed complaints against former Minnesota GOP Chairman Tony Sutton over the recount fund Count Them All Properly.

Republicans sought the ballot-by-ballot review after nominee Tom Emmer trailed Democrat Mark Dayton on election night. The recount failed to switch the outcome.

Common Cause contended that because Count Them All Properly was created as a for-profit corporation, Sutton, the fund and its board members violated the prohibition against taking corporate contributions.

But the Star Tribune ( reports administrative judges dismissed the allegations against Sutton, saying that Common Cause did not prove he knowingly violated the prohibition.

Sutton's attorney says the finding should end the matter.
