District Court, Kandiyohi County, Sept. 16

Daniel Martinez, 31, of Willmar, was arraigned Monday on a felony charge of failure to meet the registration requirements of a predatory offender.

Unconditional bail was set at $25,000 by Judge Donald M. Spilseth.

According to the complaint, a Willmar police detective checking the status of predatory offenders in the city noticed on July 1 that Martinez had failed to return a verification letter. Information from the Bureau of Criminal Apprehension listed his last address as a home in the city, but had no updated information.

The owner of the home informed police that no one lived there between January and May because a water pipe had burst and repairs were needed. The person also said that Martinez was not living or welcome at the home.

On July 29, officers spoke to a woman who told them that Martinez was her boyfriend and living with her on the city's southwest side. Police made attempts to locate the man, but were unsuccessful.

Martinez' criminal history shows that he is required to register as a predatory offender because of a conviction for fourth-degree criminal sexual conduct. He was also previously convicted of failure to register in 2006.

His next appearance is Sept. 29.
