Judge appoints former Willmar mayor to Charter Commission
WILLMAR -- Eighth Judicial District Chief Judge Paul Nelson has appointed Richard Hoglund to the Willmar Charter Commission to fill the unexpired two-year term of Shelly Cash. The term expires Dec. 31, 2010.
Nelson signed orders on July 22 appointing Hoglund and removing Cash.
Cash had been appointed Jan. 2, 2009, and she signed the oath of office on Jan. 28.
Under state law, a Charter Commission member will be removed if the member fails to perform the duties of the office and fails to attend four consecutive meetings without being excused by the commission. A certificate signed by Charter Commission secretary Audrey Nelsen on July 8 and sent to the court stated Cash missed seven of eight Charter Commission meetings. The Charter Commission accepted Cash's resignation on July 8. Hoglund's name was one of two names nominated by the commission to the district court. Hoglund is a former city clerk and a former mayor of Willmar. He will sign the oath office at the next Charter Commission meeting on Aug. 13.
Also nominated by the Charter Commission was former City Council member Verna Kelly.
The City Council also supported her nomination.
The council in October 2008 called for the commission to be convened. Its members were nominated by the council and appointed by the court. Since then, the commission has been meeting twice a month, reviewing each article in the City Charter for possible changes.
