ST. PAUL, Minn. - Two state lawmakers say they'll submit their plan for spending tax dollars to help build a new Minnesota Vikings stadium at the Capitol Friday.

Sen. Julie Rosen and Rep. Morrie Lanning, both Republicans, plan to submit the bill to each chamber, a move that puts it in position to be formally introduced Monday.

The would raise up to $300 million in state funds through a variety of revenue streams, including a sales tax on memorabilia and luxury seats.

A summary of the bill says it would allow a local government to raise its own taxes without input from voters. The St. Paul Pioneer Press reports the bill doesn't name a site for the stadium, but outlines a process for selecting one by spring 2012.
