Man faces first-degree drug charge, meth found in apartment

WILLMAR - Angel Cesar Garcia, 35, of Pennock, made his first appearance Thursday on a first-degree controlled substance crime for 34.9 grams of methamphetamine found in April when CEE-VI Drug Task Force agents searched a Willmar apartment.

Unconditional bail was set at $75,000. His next appearance is July 29 in Kandiyohi County District Court.

Garcia and Frank Louis Klang, 46, of Willmar, are both charged in the case. Klang also faces a first-degree drug charge and petty misdemeanor charges for possession of marijuana and drug paraphernalia. His next appearance is Sept. 12.

According to the complaint, CEE-VI agents received information on April 18 that there were drug sales happening in an apartment along the 1100 block of Second Street Southeast in Willmar. They went to the apartment, where Klang let them into the residence. When asked if there were any drugs in the apartment, Klang responded by pulling a bag of marijuana and a pipe out of a drawer in the coffee table.

When he was asked if there was meth in the residence, he responded that there were not drugs that he was aware of. Then, he said there was meth in the coffee table drawer. Items in the drawer included drug paraphernalia, a scale and bags containing approximately 2 grams of methamphetamine.

Klang alleged that a man he called "Wedo" slept at the apartment from time to time, and that the clothing in the bedroom belonged to the man. Agents knew the "Wedo" nickname to belong to Garcia.

Klang was arrested and agents secured a search warrant, finding three more bags of meth, a total of 34.9 grams, in a pair of pants in the bedroom. In a bag with the pants, they found documents in Garcia's name.

Klang has two prior convictions for drug-related charges including third-degree sale and fifth-degree possession of controlled substances. Both of those convictions were in 2011. He's currently in the Kandiyohi County Jail on $80,000 bail.
