Meadow Star Dairy bond gets public hearing Tuesday

WILLMAR -- The Kandiyohi County Board of Commissioners will conduct a public hearing at 10:30 a.m. Tuesday on a proposal to issue a $20 million low-interest municipal industrial development revenue bond for Meadow Star Dairy LLC.

Developers plan to build a 9,590-head dairy operation about five miles west of Willmar in St. John's Township near Pennock.

They are seeking the bond to pay for the solid-waste component of the project, such as storage and application of animal manure.

If approved, the county would have no financial risk or liability tied to the bond. The bond would be a tool for the county to assist with economic development, according to county officials.

This type of financing tool has been used by other entities, but Kandiyohi County has never participated in this type of arrangement before.

In October, the commissioners approved a conditional use permit for the dairy.

Since then, the developers have asked for zoning changes that would allow the dairy to build multi-unit, on-site housing for employees.

Also on the agenda for the County Board meeting, which starts at 9 a.m., the commissioners will elect a new chairman and vice chairman and reorganize their committees, take action on recommendations from the water planning task force and discuss the reduction of local government aid coming from the state. At 11 a.m. the one-year ditch liens will be reviewed.

At 11:30 a.m. the commissioners will hold a community health board meeting to elect a new chairman.

The meeting is held on the second floor of the Health and Human Services building at 2200 23rd St. N.E., Willmar.
