WILLMAR -- The state Highway 23 bypass around Paynesville is the big-ticket item on the Minnesota Department of Transportation's 2011 project list, which was announced Wednesday.

The three-year, $32 million project to construct a 7.7-mile divided highway bypass around Paynesville continues this year with another $12.5 million segment of the project.
