No charges against officer in Loch shooting

LITCHFIELD -- Along with indicting Cassidy Jared Loch, 24, of Litchfield, a Meeker County grand jury has found no probable cause for charges against the Litchfield police officer involved in the March 15 shooting that left Loch injured.

According to Stephanie Beckman, Meeker County attorney, the grand jury returned no bill of indictment against Officer Travis Rueckert, finding there was "not probable cause to support that Officer Rueckert's actions were unjustified in use of deadly force."

Rueckert, a four-year veteran of the department, discharged his weapon approximately 10 times, shooting Loch after he allegedly refused to follow orders from Rueckert and began charging or walking angrily toward the officer and reached for a black "thing" on his hip. The criminal complaint against Loch states that it was later revealed that the "thing" was a cell phone and case, that Loch had previously had a gun, but had thrown it to the ground earlier, before the confrontation and shooting.

Loch made his first court appearance Friday on a felony for attempted fourth-degree assault of a peace officer, plus charges of driving while impaired, carrying a pistol while intoxicated and reckless handling of a firearm. Unconditional bail was set at $20,000. His next court appearance is Aug. 27.

Attorney Jodi Winters of Glencoe is prosecuting the case, Beckman said, to avoid any appearance of impropriety in the matter.
