District Court

Kandiyohi County

- Mainor Roberto Sanchez, 25, of Willmar, was sentenced Thursday to 36 months in prison, which was stayed, plus a 10-year conditional release period, 15 years of probation, 70 days in jail and a $50 fine on a felony charge of third-degree criminal sexual conduct for having a sexual relationship with a then 14-year-old girl.

He was given credit for 70 days already served and ordered to submit to a psychological-sexual evaluation, have no contact with the victim or juvenile females and register as a predatory offender.

He was also ordered to cooperative with agents from the Bureau of Immigration and Customs Enforcement and was turned over to ICE at sentencing.

The charge was filed after a man reported in July 2009 that he suspected a 14-year-old girl was having sex with a 24-year-old man. The man had been suspicious of the girl's boyfriend and said a neighbor had witnessed someone climbing into the girl's bedroom window. The man had confronted the girl, who had confessed to having a sexual relationship with the boyfriend, whom she knew as "Juan Espinoza" who also goes by the name "Chayanne." She thought he was 18 years old.

Investigators interviewed the girl, who said she had had sex multiple times with the man since January or February of 2009. The girl provided a photo of her lover.

The photo matched a state Department of Motor Vehicles photo of Sanchez and the girl also picked the DMV photo in a photo lineup prepared by investigators.

The charges were filed in October 2009. Officers went to Sanchez' residence, where they did not find him but another man identified him, and said that Sanchez was from Honduras and in the country illegally.

- Frank Louis Klang, 43, of Willmar, was sentenced Thursday to 33 months in prison on a third-degree sale charge for selling methamphetamine to a CEE-VI Drug Task Force agent and informant in 2009.

He was given credit for 540 days already served in custody and ordered to pay a $50 fine.

Klang was also sentenced to a concurrent sentence of 1 year and one day in prison on a fifth-degree charge for selling marijuana to the same informant.

As part of a plea agreement, the charge was reduced from first-degree and another fifth-degree charge was dismissed. He will be sentenced Feb. 10.

According to the complaint, the informant and agent purchased drugs from Klang five times from April 14 to Aug. 13, 2009 at various locations in Willmar. The drugs included 13.2 grams of meth and 58 grams of marijuana. Klang was arrested on Aug. 19, 2009, after the agent set up a buy from him, with the parties meeting at the Flags of Honor memorial in Willmar. He has a prior conviction for fifth-degree sale in March 2000.
