Theft

WILLMAR -- The theft of a ice auger, valued at $400, was reported around 3 p.m. Monday. The citizen reporting the theft said it happened at Rau Park in Willmar.

Arrest

WILLMAR -- A 31-year-old Willmar woman was arrested on charges of driving while impaired around 1:20 a.m. Tuesday near the intersection of Becker Avenue and Anthony Street Southeast.

Kandiyohi County

- Mark Dewayne Lynn, 38, of Sweetwater, Tenn., and formerly of Willmar, pleaded guilty Monday to a felony charge of domestic assault by strangulation.

As part of a plea agreement, a felony charge for terroristic threats and misdemeanor charges for domestic assault and violation of a no-contact order were dismissed. He will be sentenced April 21.

The charges were filed after March 23, 2010, when Willmar police were called to a home along Litchfield Avenue Southeast in response to a domestic incident. A woman there reported that she had formerly had a relationship with Lynn and had asked him to come to the home to get his belongings. She said that while he was there, he threatened her life and choked her numerous times. A child had interrupted the choking incident and Lynn left the residence.

Lynn had been ordered to have no contact with the woman in a previous domestic case. His criminal history includes at least four drug arrests or convictions and a domestic assault arrest in Tennessee.

- A felony charge of terroristic threats, plus misdemeanor charges of domestic assault, against Arnold Paul Vossen, 73, of Willmar, were dismissed on Friday.

The dismissal notes that Vossen failed a psychological evaluation ordered by the court.

The charges were filed after Kandiyohi County Sheriff's deputies were called to a domestic incident on June 5 at a rural Willmar home. A woman there reported that Vossen had argued with her and then threatened to punch her as he chased her around the kitchen. She also reported that he'd hit her in the arm numerous times while they were in a vehicle. That incident had happened on May 19. The woman still had bruises on her arm. A deputy took photos of the injury.
