Rising Red River forces Fargo to build small downtown dike

FARGO – Fargo officials said this morning that heavy rains Tuesday night were expected to push the Red River to a crest of 31.8 feet sometime on Thursday and the city had secured contractors to build a small dike on Second Street that would extend both north and south of Main Avenue.
