Severe storms hit Midwest with snow, ice, winds
JEFFERSON CITY, Mo. (AP) -- Storms packing rain, snow and dangerous winds raked the Midwest and spawned a possible tornado outside of St. Louis that prompted an emergency declaration from Missouri's governor.
