The Kandiyohi County Sheriff's Department identified the victim as Oscar Alenjandro Ramirez, 17, of Eagle Pass, Texas.

Ramirez and friends were swimming near a raft at the beach when the incident occurred shortly before 3 p.m. People on the raft alerted lifeguards that a swimmer was in trouble in the water.

The two lifeguards immediately responded. A Kandiyohi County Sheriff's water patrol officer was just launching a boat at the time and joined in the search effort.

The water patrol officer and lifeguards located Ramirez in six feet of water, the sheriff's department reported. He was not breathing.

Rescuers were unable to revive him despite sustained efforts. A Life-Link III Air Ambulance was summoned and landed at the scene. EMS personnel with the Sunburg Ambulance Services, Lakes Area First Responders, New London Fire Department and Willmar Ambulance Paramedics also responded to the scene, according to the Sheriff's Department.

"Everything possible was done,'' said Rita Olson, who along with her husband, Gary, manage the county park on Games Lake. Olson said a trained trauma nurse and experienced paramedics happened to be at the beach at the time of the incident and assisted in the efforts to revive Ramirez.

She said friends and family members of the victim were at the beach at the time, and she and others assisted them. "It is a very sad day out here,'' Olson said.
