Willmar doctor disciplined for two failed surgeries

WILLMAR — A Willmar doctor was disciplined by the Minnesota Board of Medical Practice this month for performing two eyelid surgeries, both on the same patient, that went awry.

Dr. Martin Janning was ordered to complete a pre-approved course in oculoplastic surgery within the next nine months. He also is required to observe a minimum of five entropion surgeries by a pre-approved physician and write a report on what he has learned and how it will be implemented in his practice.

The stipulation and order will remain in effect for a minimum of one year. At the end of one year, Janning may petition the state Board of Medical Practice to reinstate his medical license unconditionally.

According to the stipulation and order, Janning performed surgery on a patient who had entropion, a condition in which the lower eyelid turns in. The first surgery failed to completely repair the problem so the patient underwent a second surgery, resulting in complications.

The patient ended up having a third procedure, done by a different surgeon, to correct the complications. The surgery included extensive repair and skin grafting on the patient’s lower eyelid.

In a meeting Dec. 18 with the Complaint Review Committee of the Minnesota Board of Medical Practice, Janning “acknowledged that this case involved an over-excision of tissue during the entropion procedure,” according to the order and stipulation. He “stated that he had learned a great deal as a result of the patient’s complications, but expressed regret for the patient’s adverse outcome.”

Janning has been licensed to practice medicine and surgery in Minnesota since 1997 and is board-certified in otolaryngology. He is in private practice at the Janning ENT Center in Willmar.
