Willmar man stopped for speeding, arrested on warrant for false name, fesses up in jail

WILLMAR -- Miguel Angel Ulloa, 28, of Willmar made his first appearance Thursday in Kandiyohi County District Court on four felony charges of forgery and aggravated forgery for allegedly using a false identity to work. His arrest came after a traffic stop for speeding on Tuesday.

Unconditional bail was set at $15,000. His next appearance is Oct. 27. He also faces a gross misdemeanor charge of giving a false name to a peace officer and a petty misdemeanor for speeding. Ulloa is also known as Luis Guillermo Lopez Toro.

According to the complaint, a Kandiyohi County sheriff's deputy was on patrol along County Road 5 in Whitefield Township, when he clocked a speeding vehicle. The officer stopped the car and identified the driver as Lopez Toro, who said he was on his way to work.

The deputy was informed by dispatch that Lopez Toro was wanted on a warrant out of Puerto Rico for vehicle theft. He was taken into custody and provided a Social Security number that matched the warrant. At the Law Enforcement Center, the man said his name was not Lopez Toro and that he only used that alias to work. He said he worked for Holland Pork and had also worked for Employment Plus in Willmar. Both companies provided employment documents signed in the false name. The Social Security and Minnesota identification was used with Ulloa's photo in the Lopez Toro name.
