WILLMAR -- The Willmar Municipal Utilities Commission will meet at 11:45 a.m. Monday in the auditorium of the utilities building, 700 Litchfield Ave. S.W., and will discuss a request for proposals to assist in the selection of a firm to conduct an organizational assessment of the utilities.
The commission at a special meeting on Thursday tabled consideration of written proposals from three firms because the scope of services for the organizational assessment had not yet been written and the three proposals offered different levels of service.
The commission Thursday sent the matter to the commission's Labor Committee to write the scope of services for the request for proposals.
Interim utility co-manager Larry Heinen said Friday the committee will not be meeting Monday morning. But Heinen said he and interim co-manager Wes Hompe and Municipal Utilities Commissioner Matt Schrupp will meet to draft the scope of services, which will be presented later to the commission.
The commissioners appointed Heinen, customer service supervisor, and Hompe, staff electrical engineer, as interim co-managers after placing General Manager Bruce Gomm on paid administrative leave.
The commission voted Dec. 12 to place Gomm on leave for possible misconduct, and a St. Cloud law firm is now investigating. That leave was extended Thursday another 30 days while the investigation is completed.
During the interim period, the commission voted Dec. 27 to given Heinen and Hompe a 15 percent salary increase. Heinen's $7,174 monthly salary was increased by $1,076 to $8,250 per month and Hompe's $7,300 monthly salary was increased by $1,095 to $8,395 per month.
In other business at Monday's meeting, the commission will receive the November power supply report, set the regular commission meeting schedule for 2012, make appointments to the Labor Committee and Planning Committee, and will receive the report from the co-managers.
