I do agree - it seems the officers issuing the tickets lept at an opportunity to "make a point" to people... Spanish speaking people. It also seems that others within the legal system decided to turn a blind eye, as well - the officer's supervisors, the clerks who procesed tickets and payments... and anyone else who's desk this info ran across. How could it not be racially motivated? It seems to be obvious - when an officer interacted with someone who did not speak English (or spoke very little), that officer took the opportunity to issue a ticket for not speaking the language. Maybe the initial reason for the officer's contact with that person wasn't based on ethnicity, but the subsequent language ticket was.
