Spicer prepares for taxation hearing

SPICER -- The Spicer City Council is continuing to whittle down its proposed 2011 budget in preparation for the Dec. 7 truth-in-taxation hearing.

The public hearing begins at 6:30 p.m.

City Administrator Leslie Valiant said the city's expenses will remain close to the 2010 level, but because of an expected $78,000 reduction in state aid, the council is struggling to find ways to balance the budget.

At its meeting Tuesday, the council approved updates to the city's comprehensive plan. Valiant said the plan hadn't been reviewed since 2002. Changes were made to Chapter 6, which sets guidelines and policies for the city to follow, and Chapter 7 which provides instructions on how to implement the guidelines and policies.

The council also set a public hearing for 6 p.m. on Dec. 7 to discuss a proposed social host ordinance that would make adults responsible for underage alcohol consumption that occurs on their property.

The city's design team is continuing plans to construct an observatory deck on the south end of the city park on Green Lake.

Fundraising for the $25,000 project is expected to begin in January. Spearheaded by the Spicer Design Team, the deck would be erected by volunteers next spring. Additions to the handicapped-accessible deck, like benches, would be added later.

The project has received the support of the City Council and planning and zoning panel.
