Street improvement assessment scheduled June 4

WILLMAR -- The Willmar City Council's Public Works/Safety Committee has voted to recommend the council set June 4 as the date for the 2012 street improvement assessment hearing.

City Public Works Director Holly Wilson said city staff is preparing the amounts that will be assessed to affected property owners. She briefed committee members during their meeting Tuesday.

Improvements consist of 0.84 mile of overlay work on two streets and 0.83 mile of reconstruction on six streets.

Wilson said Duininck Inc. of Prinsburg submitted the low bid of $216,795 for the overlay work and submitted the low bid of $965,425.55 for the reconstruction work.

As part of the reconstruction work, the city requested an alternative bid for reconstruction of two blocks of Roise Avenue Southwest with concrete rather than the traditional bituminous material.

Duininck submitted the low alternative bid of $968,617. Wilson said the $3,000 difference for the concrete portion was insignificant. The council will decide whether to use bituminous or concrete. The council wants to compare constructability and useful life of concrete versus bituminous.

Wilson said all affected property owners must be assessed at the same rate. If the council votes to use concrete on Roise Avenue, the $3,000 difference would have to be found elsewhere in the budget.
