Committee OKs firm to design Sperryville lift station project in Willmar, Minn.

WILLMAR — The City Council’s Public Works/Safety Committee is recommending the council hire the Willmar office of Donohue and Associates to engineer and design the new Sperryville lift station.
The committee this week recommended the council accept Donohue’s $52,708 engineering and design services proposal. The council will consider the recommendation at the regular 7 p.m. Monday meeting at the Municipal Utilities Building auditorium.
Donohue was one of three firms that responded to the council’s request for engineering services proposals for the lift station project. Donohue’s was lowest. The Willmar office of Bolton and Menk submitted a proposal for $56,500 and Bollig, Inc., of Willmar submitted a $57,229 proposal.
Construction cost is estimated at $275,000. Lift station replacement is listed in the 2013 capital improvement program, said Bruce Peterson, acting public works director.
Peterson said a four-person team used a technical and price evaluation process established by former Public Works Director Mel Odens to score the three proposals. Donohue had the highest score with 125.25. Bolton and Menk was second with 117.57, and Bollig was third with 101.59.
A lift station pumps wastewater from one underground pipe to another. The Sperryville lift station, located at the corner of Ella Avenue and Hawaii Street Northeast, was built in the 1950s or earlier and is recommended for replacement because it has several deficiencies, including safety concerns and a lack of parts for outdated pumps and equipment, and it does not meet electrical code.
An infrastructure management plan prepared by Donohue in 2007 for the new wastewater treatment facility recommended replacing the lift station in 2010, but design and construction of the new wastewater treatment took priority.
Now that the treatment facility has been completed, Colleen Thompson, wastewater facility superintendent, recommends the city move forward with the lift station project.
In other business, the committee recommended the council amend a professional services agreement with Bolton and Menk for airport engineering services. The city selected and engaged Bolton and Menk as airport engineer.
The contract amendment allows the city to engage the firm in miscellaneous services to be tracked for reimbursement through the Federal Aviation Administration and Minnesota Department of Transportation Aeronautics.
According Bolton and Menk principal engineer Jared Voge, miscellaneous items which arise as a result of airport management include zoning assistance, airport review, on-site drainage review, meetings, grant closeout assistance or other items requiring professional services for compliance with MnDOT Aeronautics and FAA regulations.
The committee also:
- Recommended the council renew a five-year master partnership agreement with the Minnesota Department of Transportation. Peterson said the agreement lets the city collaborate on design, construction, maintenance and operation of the city’s roadway system. In the past, MnDOT has provided technical engineering and testing services, said Peterson.
- Recommended the council amend an engineering services agreement with Bollig, Inc., at a cost of $27,000. Bollig will evaluate the potential for eliminating several lift stations and analyze possible cost savings for the Lakeland Drive interceptor sewer project. The council hired Bollig to engineer and design the project. During preliminary engineering, Bollig determined the lift stations could potentially be eliminated and allow the proposed sewer line to operate with gravity flow.
The council will meet in a work session at 6 p.m. to continue training in parliamentary procedure.
During the regular meeting, the council will hold a public hearing to consider rezoning much of the old airport to allow for limited industry and general industry development.
Also, the council will receive the Finance Committee report; consider liquor licenses; and consider a contract with Ridgewater College for firefighter training.
