This June 2010 file photo shows street flooding at the intersection of 10th Street Southwest and Kandiyohi Avenue in Willmar. A proposal to construct a dry pond connected by a pipe to the existing storm sewer could ease flooding at the location. An engineer said it will not eliminate flooding, but it will reduce the flood elevation in the area by 5 inches, which will mean less frequent instances of street flooding.
