A sign informs Highway 23 motorists Friday that the newly completed bypass around the city of Paynesville is open. The 7.7-mile stretch of road, also seen at top, was completed about month early. Construction began in April of 2010 and even though the state budget shutdown put a temporary halt to construction last year, mild fall weather helped crews get ahead of schedule.
