Shirley and Del Wehrspann charge that Chippewa County did not adequately address their access needs when it issued a conditional use permit to the Hanley Falls Farmers Cooperative Elevator for a $19 million expansion that will increase grain storage by 1.2 million bushels and allow for unit train loading. The Wehrspanns do not oppose the project, but want a new access developed to their property as part of the conditional use permit. ( (Tom Cherveny | Tribune)
