Inquisitive and bright, 2-year-old Carmen plays recently with a puzzle given to her by Lois Peters to celebrate the toddler’s birthday. Peters, a nurse with the Supporting hands Nurse-Family Partnership, has made more than 60 in-home visits with Carmen and her mom, Alexis Buehler, to provide guidance and support.
