ST. CLOUD, Minn. (AP) — The St. Cloud Police Department has some new technology to help officers better communicate with citizens who don't speak English. The unit is called ELSA. It's a hands-free device that operates like a cellphone and can be clipped to an officer's shirt. It provides on-demand, immediate interpretation of 180 different languages. The device is made by RTT Mobile Interpretation, which also has a telephone support line where officers can get the same interpreter services in case the portable device is not available.

NEW YORK — America’s power grid is like an old car. It gets the job done, even if its performance is slipping. But the repair bills go up every year and experts say only a major overhaul will reverse its decline. An Associated Press analysis of utility spending and reliability nationwide found that electric customers are spending 43 percent more than they did in 2002 to build and maintain local electric infrastructure. Since then, power outages have remained infrequent; but when the lights do go out, it now takes longer to get them back on.
ST. PAUL — Recommendations slated for action today call for the first salary hikes for Minnesota’s governor and legislators since the late 1990s, as well as a substantial restructuring of how top state agency managers are paid. The Compensation Council, a panel with appointees representing all three branches of state government, delivered a draft plan last week to top lawmakers. In it, the 16-member board says stagnant salaries are making it hard to recruit and retain good people who can make more outside government.
FORT MYERS, Fla. (AP) — Once he figured out what was working for him, Mike Pelfrey was nearly untouchable. Pelfrey struck out five in three impressive innings to help the Minnesota Twins beat the Boston Red Sox 2-0 on Friday night. “Thought it was good after the first inning,” Pelfrey said. “I had a really good sinker tonight and I think I should have recognized it a little earlier.”
