(AP) — If a majority of members on a city council zing messages back and forth on Facebook, Twitter or another social media platform, is that considered an official government meeting? Not if a bill starting its travel through the Minnesota Legislature prevails. The House Government Operations Committee on Tuesday was discussing a bill that would make clear that those types of communications don't trigger the open meeting law.

LUXOR, Egypt (AP) -- A hot air balloon flying over Egypt's ancient city of Luxor caught fire and crashed into a sugar cane field on Tuesday, killing at least 18 foreign tourists, a security official said. It was one of the worst accidents involving tourists in Egypt and likely to push the key tourism industry deeper into recession. The casualties included French, British, Belgian, Hungarian, Japanese nationals and nine tourists from Hong Kong, Luxor Governor Ezzat Saad told reporters.

Pump prices leveled off over the weekend, breaking a monthlong string of daily increases that boosted the cost of driving. On Monday the national average for gas stood at $3.777 a gallon, down a fractional from $3.781 on Friday, according to AAA, the Oil Price Information Service, and Wright Express. The price is still up about 44 cents from a month ago. Last week's 3 percent drop in oil prices helped slow the rise in gas prices, but the relief may be short-lived.

WASHINGTON (AP) -- First lady Michelle Obama will challenge governors to make it easier for military members to transfer their skills to civilian jobs. Mrs. Obama wants states to pass legislation or take executive action allowing veterans to receive professional credentials or licenses based on their experiences in the military. Administration officials said that would allow veterans to apply for jobs more quickly rather than having to take courses for skills they already have.
