3.18 miles of Willmar, Minn., street work proposed

WILLMAR -- City Public Works Director Holly Wilson is proposing 3.18 miles of street reconstruction, new construction and overlays, and new path and sidewalk construction for 2012.

WILLMAR -- City Public Works Director Holly Wilson is proposing 3.18 miles of street reconstruction, new construction and overlays, and new path and sidewalk construction for 2012.

The overall miles are up slightly from 3.06 miles in 2011 but down from 4.97 miles in 2010 and 5.02 miles in 2009.

This year's street work is down because bonds that will be sold to finance 2012 projects include money to pay for reconstruction of streets in 2011, according to Wilson. A number of streets were damaged by frost boils last year.

New construction

Among this year's proposed projects is new construction of Willmar Avenue Southwest.

The work would be from 22nd Street Southwest to Industrial Boulevard in the industrial park and overlay of Willmar Avenue from Industrial Boulevard to County Road 5. The project is located in the old airport property.

The work will be done if the Federal Aviation Administration approves the phase 1 release of the former airport property to the city. City officials have said they hope the land release will be approved this year.

Proposed reconstruction projects

n Oak Lane Northwest -- Seventh Street Northwest to the east.

n Russell Street Northwest -- Ella Avenue Northwest to Olaf Avenue Northwest.

n 14th Street Southwest -- Grace Avenue Southwest to Willmar Avenue Southwest.

n Bernard Street Southeast -- Highway 12 to Becker Avenue Southeast.

n Elizabeth Avenue Southeast -- Robert Street Southeast to 14th Street Southeast.

n Roise Avenue Southwest -- First Street to Fourth Street Southwest. This project will have an alternate bid for construction of a concrete section from First Street to Third Street, said Wilson.

If the alternate bid is approved, the project would be a test section for the use of concrete in street construction, said Wilson. Use of concrete has been promoted by council member Ron Christianson who says concrete lasts longer than bituminous.

Proposed overlay projects:

n Fifth Street Southwest -- Kandiyohi Avenue Southwest to Willmar Avenue Southwest.

n Ninth Street Southwest -- Willmar Avenue Southwest to 19th Avenue Southwest.

Miscellaneous projects:

n First Street bridge deck rehabilitation -- new joint seals and maintenance.

n Storm water improvements.

n 22nd Street Southwest path -- Willmar Avenue to 15th Avenue.

n 24th Avenue Southeast sidewalk -- First Street to 550 feet east.

n Willmar Avenue Southwest path -- County Road 5 to 22nd Street Southwest.

n Crack sealing and seal coating.

Wilson presented the 2012 proposed project list to the Willmar City Council's Public Works/Safety Committee this week. The committee voted to recommend the council order a preliminary feasibility improvement report.

In other business, the committee:

n Renewed the agreement with the engineering firm of Short Elliott Hendrickson Inc. of St. Paul to provide occasional oversight and review of operational issues for traffic signal systems at a cost not to exceed $5,000. Wilson said the city's cost in the past has not come close to the $5,000 contract amount.

n Approved staff recommendation to permit both storage and commercial uses in the private hangar group at the airport. The Airport Commission on Nov. 16 discussed the use of private hangars at the airport and recommended the hangars be used for private aviation storage or commercial aviation purposes as long as building code requirements can be met.

n Approved a recommendation from Fire Chief Marv Calvin to renew the contract with SafeAssure Consultants of Willmar to provide safety training for all city employees, assistance in remaining compliant with federal safety laws and building inspections. The 2012 contract price of $6,125 is unchanged from 2011.
