The Board of Commissioners of Kandiyohi County met at 10:00 A.M., April 5, 2022, pursuant to adjournment. All members were present. A motion by Nissen 2nd Anderson to approve the consent agenda, as presented as follows. A. Approval of the minutes from the March 15, 2022 board meeting B. Auditor’s Warrants and Claims - $275,815.41 from Revenue Fund, $165.00 from the Coronavirus Relief Fund, $63.52 from Regional Treatment Center Fund, $189,668.94 from Road and Bridge Fund, $8,430.55 from County Building Fund, $60,947.93 from Ditch Fund, $4,762.71 from Library Fund, $3,560.75 from Health & Human Services Building Fund, $5,181.35 from Recorders Technology Fund, $39,098.11 from Water & Sewer Fund, $1,926.00 from Water & Sewer Bond Fund, $983.62 from Computer/Communication Maintenance Fund, $134,452.03 from Sanitary Landfill Fund, $44.08 from the Forfeited Tax Sale Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer. C. Gambling Permit Application Request - New London Water Days. D. Liquor License renewals for L TE Investments, LLC - dba Sunray’s Coffee Pot Cafe - Off-sale 3.2 license and 3.2 and wine/strong beer license, Glacial Ridge Hospitality LLC - dba Grandstay Hotel - 3.2 and wine/strong beer license. Motion carried unanimously. PUBLIC HEARING The Public Hearing for purpose of considering plans for the redistricting of Kandiyohi County Commissioners’ Districts and RESOLUTION 2022-20 Option A or Option B came on per notice given. Larry Kleindl, Administrator, stated that the purpose of this public hearing was to approve the redistricting of Kandiyohi County Commissioners’ Districts. Larry Kleindl provided a summary of the request. No public were present at the hearing, and there were no written submissions. A motion by Gardner 2”“Nissen to close the public hearing was on vote unanimously adopted. A motion by Anderson 2” Imdieke to adopt Resolution 2022-20 (Option B) for the Adoption of County Commissioner Districts was on vote unanimously adopted. A motion by Gardner 2” Imdieke that there would be an election of Commissioners in Districts 1, 3, and 5 at the next general election and Commissioners elected will hold the term for four years was on vote unanimously adopted. Construction, Inc. $2,968,412.03 Morris, MN A motion by Imdieke, 2nd Nissen to award SAP 034-601-038, Grading and Aggregate Base to R & G Construction Co. from Marshall, MN for $2,609,059.04 was on vote unanimously adopted. A motion by Nissen, 2nd Anderson to accept project CF-21 and approve $7,119.58 to be paid to Jet Black from Willmar, MN as final retainage was on vote unanimously adopted. A motion by Gardner, 2nd Berg to award SAP 034-641-010, Bit. Milling, Reclamation, Bit. Surfacing, Storm Sewer, Topsoil to Duininck, Inc. from Prinsburg, MN for $677,431.10 was on vote unanimously adopted. A motion by Gardner, 2nd Anderson to accept project SAP 034-644-008 and approve final payment of $16,831.63 which reflects the 1 % retainage to Riley Bros. Construction, Inc. was on vote unanimously adopted. A motion by Nissen, 2nd Imdieke to approve Resolution 2022-18: RAISE Grant Application Support as written with the word RAISE stricken and generic United States Department of Transportation Discretionary Grant Program language inserted was on vote unanimously adopted. Mark Thompson, Auditor/Treasurer, appeared to request a fire abatement for a fire that occurred on March 19, 2021. The abatement is for 9 months’ taxes for the house that was not habitable in 2021. A motion by Anderson, 2nd Nissen to abate $1,366.50 for taxes paid in 2021 on a home located at 306 3rd St. SE, Pennock, MN for a fire on March 19, 2021 was on vote unanimously adopted. A motion by Imdieke, 2nd Gardner to approve the acceptance of Federal Boating Safety Supplemental Equipment Grant Contract Agreement award of $54,000.00 was on vote unanimously adopted. A motion by Imdieke, 2nd Nissen to approve Resolution 2022-19: Appointment of Commissioner to Joint Ditch Authority-Renville Ditch #99 with Commissioner Duane Anderson appointed was on roll call vote unanimously adopted. A motion by Gardner, 2nd Anderson to award the Landfill Contract LFDCAP-22 to Swenson and Sons Construction from New London, MN for $464,485.50 was on vote unanimously adopted. Larry Kleindl gave administrative updates and the Commissioners gave their committee report, for information purposes only.
