The Board of Commissioners of Kandiyohi County met at 10:00 A.M., December 21, 2021, pursuant to adjournment.
A motion by Nissen 2nd Anderson to approve payments of claims being $681,951.31 from Revenue Fund, $2,097.75 from Regional Treatment Center Fund, $251,897.66 from Road and Bridge Fund, $284,743.29 from County Building Fund, $145,330.35 from Ditch Fund, $7,945.10 from Library Fund, $21,752.06 from Health & Human Services Building Fund, $73,304.69 from Water & Sewer Fund, $1,914.00 from Water & Sewer Bond Fund, $2,851.93 from Computer/Communication Maintenance Fund, $95,657.56 from Capital Equipment Fund, $2,701.43 from DARE Fund, and $255,756.82 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted.
A motion by Imdieke 2nd Gardner to approve the minutes from the December 2nd, 2021 board meeting was on vote unanimously adopted.
Sarah Swedburg, EDC, appeared recommending postponing the public hearing for the MinnWest Technology Campus tax abatement. A motion by Nissen 2nd Anderson to postpone the public hearing for the MinnWest Technology Campus tax abatement request until January 18, 2022 at 10:00 A.M. was on vote unanimously adopted.
A motion by Anderson 2nd Imdieke to approve Resolution 2021-49: 2022 AIS Prevention Aid Plan and the 2022 workplan was on vote unanimously adopted.
Russ Hilbert, AIS Coordinator, appeared to present the 2021 AIS Annual Report. A motion by Anderson 2nd Gardner to approve the 2021 AIS Annual Report was on vote unanimously adopted.
A motion by Nissen 2nd Anderson to approve Resolution 2021-50: Health and Human Services 2022 Resolution of Transmittal, which transfers signature authority from the Board of Commissioners (acting as the Local Board of Health) to Health and Human Services Director, Jennifer Lippert, Director, as set forth in the resolution was on vote unanimously adopted.
A motion by Gardner 2nd Imdieke to approve Resolution 2021-51: 2022 Authorization of Signature in Absence of Health and Human Services Administrator/Director authorizing the individuals listed in the resolution with legal signature authority in the absence of Jennifer Lippert, Health and Human Services Administrator/Director as set forth in the resolution was on vote unanimously adopted.
Mel Odens, Public Works Director, appeared requesting the Board accept the grooved striping project and approve final payment. A motion by Nissen 2nd Anderson to accept the project and make final payment of $1,759.39 to AAA Striping Service Co. of St. Michael, MN was on vote unanimously adopted.
Mel Odens appeared requesting the Board accept the seal coating project and approve final payment. A motion by Gardner 2nd Imdieke to accept the project and make final payment of $19507.57 to Pearson Brothers Inc. of Hanover, MN was on vote unanimously adopted.
Mel Odens appeared to award land lease agreements for 2 tracts of land acquired from the Willmar WYE. Seven bids were received for Tract #1 (84 acres) with Mark Johnson being the high bidder. Six bids were received for Tract #4 (12.5 acres) with Dane Kallevig being the high bidder. A motion by Imdieke 2nd Nissen to approve the lease agreement for Tract #1 to Mark Johnson for $60,648.00 for 2 years and Dane Kallevig for tract #4 for $3,850.00 for 2 years was on vote unanimously adopted.
A motion by Imdieke 2nd Gardner to approve Resolution 2021-55: DNR Cooperative Agreement Authorization Glacial Lakes State Trail Cooperative Agreement was on vote unanimously adopted.
A motion by Gardner 2nd Anderson to approve Resolution 2021-52: Opioid Settlement Agreement was on vote unanimously adopted.
Larry Kleindl, Administrator, appeared requesting authorization to represent the County and execute the following; a memorandum to the State of Minnesota, Distributors Settlement Participation Form, the Janssen Subdivision Settlement Form. A motion by Gardner 2nd Nissen to authorize staff to execute a memorandum of understanding, complete and submit the Distributors Settlement Participation Form, and the Janssen Subdivision Settlement Form was on vote unanimously adopted.
Larry Kleindl appeared requesting a commitment to use ARP funds to install broadband along 30th Ave NW in Dovre Township. A motion by Nissen 2nd Anderson to commit $56,005 of a project total of $136,505 to install broadband to an additional 23 homes was on vote unanimously adopted.
Gary Geer, Environmental Services Director, appeared requesting approval of the solid waste and recycling haulers license applications. A motion by Gardner 2nd Imdieke to approve the solid waste and recycling haulers license applications were on vote unanimously adopted.
A motion by Imdieke 2nd Gardner to approve resolution 2021-53: County Board of Commissioners Salary for 2022 was on vote unanimously adopted. Commissioner Imdieke moves to eliminate per diems for county commissioners and replace it with a salary. Further, Imdieke moves to set the starting salary for 2022 at $39,943.00 (this reflects a one percent increase over 2021 salary, plus the five-year average for per diems of $8,249.00), with a percent increase per year equal to what is negotiated with the staff during contract negotiation, after 2022. Also, the chair and vice-chair will receive $1,000.00 and $500.00 respectively for additional duties and responsibilities. In addition, commissioners may accept outside per diems, not covered by Kandiyohi County, for service on Joint Powers and state and national county related boards. Finally, commissioners may receive mileage as listed and as allowed by IRS.
The bids were opened for the County Printing for 2022 as follows:
WEST CENTRAL TRIBUNE: Bid at $14.15 per standard advertising unit (SAU) for the 1st insertion and 25% discount or 10.61 per SAU for the 2nd insertion.
LAKES AREA REVIEW: Bid at $10.50 per SAU for the 1st printing and $10.50 per SAU for 2nd and any additional printing. After 1,290 SAU, there will be a 12% discount, or $9.24 per SAU.
The County printing bid for 2022 will be awarded at the January 4, 2022 organizational meeting of the County Board of Commissioners.
Mark Thompson, Auditor / Treasurer, appeared requesting approval of an agreement between TriMin Systems and MNCCC. A motion by Gardner 2nd Anderson to approve a 3 year agreement between TriMin Systems and MNCCC for maintenance and support of IFS was on vote unanimously adopted.
A motion by Gardner 2nd Nissen to approve Resolution 2021-54: Adopting the County Personnel Act was on vote unanimously adopted. This allows the County to withdraw from the Minnesota Merit System.
Angelica Hopp, Water Resource Specialist, appeared to give a Kandiyohi County Monarch CCAA update, for informational purposes only.
Eric Holien, Sheriff, appeared requesting approval of amendment 12 in the food service management agreement. A motion by Imdieke 2nd Anderson to approve amendment #12 Food Service Management Agreement with a 4.7% increase based on CPI was on vote unanimously adopted.
Larry Kleindl requested to send a letter signed by the Commissioners to Representative Michelle Fischbach. This bill would potentially waive some reporting requirements of ARP funds to entities who received less than $10 million in funding. A motion by Anderson 2nd Imdieke to submit a letter to Representative Fischbach was on vote unanimously adopted.
Larry Kleindl gave administrative updates and the Commissioners gave their committee report, for information purposes only.
On motion the meeting was adjourned until 9:00 A.M., January 4, 2022.
