JULY MEETING OF THE COUNTY BOARD
Office of the County Auditor/Treasurer of Kandiyohi County, Willmar, Minnesota.
The Board of Commissioners of Kandiyohi County met at 10:00 A.M., July 2, 2019, pursuant to adjournment. All members were present.
A motion by Madsen 2nd Ahmann to approve the minutes from the June 18, 2019 board meeting was on vote unanimously adopted.
A motion by Madsen 2nd Ahmann to approve the minutes from the June 24, 2019 Board of Equalization meeting was on vote unanimously adopted.
A motion by Ahmann 2nd Imdieke to approve the payment of claims being $137,470.99 from Revenue Fund, $8,222.51 from Regional Treatment Center Fund, $131,184.40 from Road and Bridge Fund, $13,565.36 from County Building Fund, $32,522.40 from Ditch Fund, $2,247.18 from Library Fund, $4,891.75 from Health & Human Services Building Fund, $2,224.00 from Recorders Technology Fund, $53,722.44 from Water & Sewer Fund, $3,782.40 from Water & Sewer Bond Fund, $12,410.49 from Capital Projects Fund, $983.62 from Computer/Communications Maintenance Fund, $869.00 from Capital Equipment Fund, $1,583.92 from D.A.R.E. Fund, $29,955.33 from Sanitary Landfill Fund, $26.08 from Forfeited Tax Sale Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted.
Larry Kleindl, County Administrator, reminded the Board that budget meetings will be starting soon and financials will be in the Commissioner's mailboxes shortly. Also, Kleindl told the Board he has invited any Quasi-government entities to the budget meetings.
Jill Wohnoutka, Director of the Kandiyohi County Historical Society, gave a presentation on the historical society, its mission, strategic plan and their income and expense report. The report was received for information only.

Kathy Schwantes, Southwest Regional Extension Director, appeared and introduced Katie Petty, the 4-H Agricultural After-School Program Coordinator. Petty introduced Amanda Lindquist - Interim 4-H Program Coordinator, Nicole Lilleberg - Summer 4-H intern and Laura Shoutz - Administrative Specialist. Schwantes also gave a presentation on the current Extension Programs.
Karon White of the Eighth Judicial Drug Court gave an update on the drug court participants. White said two people will be graduating this month from the program.
Sheriff Eric Holien appeared and presented a Contract for Services between Eighth Judicial District Administration and the Kandiyohi County Sheriff's Office for the UA testing on participants of the Eighth Judicial Adult Drug Court. Holien explained that the contract will be effective July 1, 2019 and remain in effect until June 30, 2020, with total obligation for all compensation not to exceed $6,500.00. A motion by Madsen 2nd Ahmann to approve the Contract for Services between Eighth Judicial District Administration and the Kandiyohi County Sheriff's Office as presented was on vote unanimously adopted.
Sheriff Eric Holien appeared and presented a Joint Powers Agreement Amendment between the Commissioner of Corrections and the Kandiyohi County Sheriff Department for the SWIFT Contract 125306. Holien stated that the original contract was effective from July 1, 2017 through June 30, 2019 and stated the changes for the amended contract. A motion by Ahmann 2nd Berg to approve the Joint Powers Agreement Amendment between the Commissioner of Corrections and the Kandiyohi County Sheriff Department for the SWIFT Contract 125306 as presented was on vote unanimously adopted.
Gary Geer, Director of Environmental Services, appeared concerning two requests for monies from the Water Plan Task Force. Geer stated that the Water Plan Task Force had met and considered the two applications for money.
The Cordell Marcus application to seal an abandoned well on his property with an estimate of $1,259.00. The Task Force recommended approval with a 50% cost share of $629.50. A motion by Ahmann 2nd Imdieke to approve the recommendation from the Task Force was on vote unanimously adopted.
The Tim and Ann Doubler application for $3,000.00 to restore 180 feet of eroding shoreline. The Task Force recommended approval of the application as presented.
A motion by Ahmann 2nd Nissen to approve the recommendation from the Task Force was on vote unanimously adopted.
Andrew Thorson, Facility Maintenance Manager, presented and reviewed proposals from Martin Mechanical Design, Inc. and Hallberg Engineering, Inc. for the mechanical and electrical design services for the Kandiyohi County Courthouse Air Handler Replacement project. A motion by Madsen 2nd Ahmann to approve the proposal for the engineering and application for bids from Hallberg Engineering, Inc. as presented was on vote unanimously adopted.
A motion by Imdieke 2nd Nissen to approve Resolution 2019-36 was on vote unanimously adopted.
RESOLUTION 2019-36
RESOLVED, that the Kandiyohi County Board of Commissioners agreed to approve the gambling permit application of the Prairie Pothole Chapter/Minnesota Waterfowl Association - Willmar, for operation at Roger and Kay Strand Farm located in New London Township for September 7, 2019.

Mel Odens, Public Works Engineer, appeared and gave an update on the road construction. The report was for information only.
A motion by Berg 2nd Madsen to appoint Carmen Klemmetson to the HRA Board effective July 10, 2019 was on vote unanimously adopted.
The Spicer Commercial Club requested permission to shoot off fireworks on July 6, 2019 on Saulsbury Beach on Green Lake if necessary. A motion by Imdieke 2nd Ahmann to allow the Spicer Commercial Club to shoot off fireworks on July 6, 2019 at Saulsbury Beach if weather requires was on vote unanimously adopted.
On motion the meeting was adjourned until 10:00 A.M., July 16, 2019.
