JUNE MEEETING OF THE COUNTY BOARD

Office of the County Auditor/Treasurer of Kandiyohi County, Willmar, Minnesota.
The Board of Commissioners of Kandiyohi County met at 10:00 A.M., June 2, 2020, pursuant to adjournment. All members were present.
A motion by Nissen 2nd Ahmann to approve the minutes from the May 19, 2020 board meeting was on vote unanimously adopted.
A motion by Berg 2nd Nissen to approve the payment of claims being $338,088.12 from Revenue Fund, $455.65 from Regional Treatment Center Fund, $68,162.31 from Road and Bridge Fund, $16,331.83 from County Building Fund, $39,593.44 from Ditch Fund, $1,919.07 from Library Fund, $5,759.38 from Health & Human Services Building Fund, $1,510.76 from Recorders Technology Fund, $9,743.81 from Water & Sewer Fund, $1,884.00 from Water & Sewer Bond Fund, $94,663.63 from Capital Equipment Fund, $87,594.83 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted.
Commissioner Nissen appeared and presented the new Chippewa River Watershed Association Joint Powers Agreement for approval. A motion by Nissen 2nd Imdieke to approve the Chippewa River Watershed Association Joint Powers Agreement as presented was on vote unanimously adopted.
A motion by Ahmann 2nd Berg to approve Resolution 2020-23 was on vote unanimously adopted.
RESOLUTION 2020-23
AUTHORIZING EXECUTION OF GRANT AGREEMENT
Be it resolved that the Kandiyohi County Attorney's Office enter into a grant agreement with the Willmar Area Women's Fund for a 2020 Willmar Area Women's Fund Trauma Informed Care Training Grant during the period from May 15, 2020 through May 31, 2021.
The Kandiyohi County Attorney is hereby authorized to execute such agreements and amendments as are necessary to implement the project on behalf of Kandiyohi County and to be the fiscal agent and administrator of the grant.

Jennifer Halverson from the Assessor's office appeared and presented an abatement request from the Austin F Hanscom American Legion. Halverson explained that the American Legion had not gotten their paperwork in to the Assessor's before the deadline of May 1, 2020. The Austin F Hanscom American Legion explained that the paperwork was not sent in before the deadline because of an illness and death of the employee who sent in the forms. A motion by Nissen 2nd Madsen to approve the abatement request from the American Legion as presented was on vote unanimously adopted.
Public Works Director, Mel Odens, appeared and presented a new application for businesses conducting business in public right-of-way. Odens explained that this form would need to be filled out by the business, sent into the public works department and if it met all the criteria would be approved as presented. Odens also stated that this form and its contents would expire on November 2, 2020 or with the expiration of the Governor's Executive Order #20-01. A motion by Imdieke 2nd Berg to approve the application for conducting business in public right-of-way was on vote unanimously adopted.
Eric Holien, County Sheriff, appeared and presented the 2020 State of Minnesota Annual County Boat and Water Safety Grant Agreement for the period from January 1, 2020 through June 30, 2021 in the amount of $19,486.00. A motion by Nissen 2nd Ahmann to approve the 2020 State of Minnesota Annual County Boat and Water Safety Grant Agreement for the period from January 1, 2020 through June 30, 2021 in the amount of $19,486.00 as presented was on vote unanimously adopted.
Loren Engelby, Kandiyohi County Drainage & Agricultural Inspector, appeared and presented the FY 2020 State of Minnesota Board of Water and Soil Resources Grass Lake Restoration Grant Agreement in the amount of $250,000.00. Engelby stated that the grant expires on December 31, 2021. A motion by Ahmann 2nd Imdieke to approve the FY 2020 State of Minnesota Board of Water and Soil Resources Grass Lake Restoration Grant Agreement in the amount of $250,000.00 as presented was on vote unanimously adopted.
Gary Geer, Director of Environmental Services, appeared regarding the selling of the recycling equipment. A motion by Imdieke 2nd Berg to authorize Gary Geer to advertise and sell the recycling equipment as presented was on vote unanimously adopted.
Gary Geer, Director of Environmental Services, appeared to let the public know of the upcoming community single sort drop off recycling events which will be held at the recycling center on June 6, June 20, July 11 and July 25th from 8:00 - 12:00.
Jennie Lippert, Health and Human Services Director, and Kim Lindahl, Director of Emergency Management appeared and gave an update on the COVID-19 pandemic.
The Commissioners gave their committee reports for information purposes only.
On motion the meeting was adjourned until 10:00 A.M., June 16, 2020.
