The Board of Commissioners of Kandiyohi County met at 9:00 A.M., October 4, 2022, pursuant to adjournment. All Members were present. A motion by Gardner, 2nd Anderson to adopt the consent agenda as presented was on vote unanimously adopted. a) Approval of the Minutes from the September 19, 2022 Board Meeting. b) Auditor’s Warrants and Claims - $242,943.38 from Revenue Fund, $10,631.66 from the Coronavirus Relief Fund, $312.24 from Regional Treatment Center Fund,$105,485.47 from Road and Bridge Fund, $12,088.47 from County Building Fund, $597.50 from Ditch Fund, $6,075.17 from Library Fund, $1,908.12 from Health and Human Services Building Fund, $7,614.23 from the Recorders Technology Fund, $178.14 GLSSWD Cap Equip Replace & Lk Fund, $22,942.69 from Water & Sewer Fund, $28,826.00 from the Capital Equipment Fund, $6,849.78 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditorrrreasurer. c) Supplemental Nutrition Assistance Program (SNAP) Joint Powers Agreement. d) Approval of Special County Board: September 27, 2022 Minutes County Administrator Job Position Interviews. Jennie Lippert, Health and Human Services Director, appeared to provide an update on the Economic Assistance Program. Deb Grunwald and Dana Wenisch, HHS Economic Assistance Supervisors, provided the Commissioners with an overview of available programs and statistics. A motion by Imdieke, 2nd Nissen to acquire the easement and authorize the Board Chair and County Administrator sign the Utility Easement Agreement: 12797 Old North Shore Drive on behalf of the County allowing the defined permanent easement was on vote unanimously adopted. A motion by Nissen, 2nd Anderson to approve the 2021 Emergency Management Performance Grant Contract and authorize the Board Chair and County Administrator sign the contract was on vote unanimously adopted. Gary Geer, Environmental Services Director, appeared to request approval of the JMBI Solid Waste Facility Permit Renewal Application. The JMBI facility has been maintained in compliance with Kandiyohi County’s ordinance and is in compliance with the Minnesota Pollution Control Agency as well. Environmental Services staff recommend approval of the JMBI renewal permit application as submitted. A motion by Imdieke, 2nd Gardner to approve the JMBI Solid Waste Facility Permit Renewal Application as submitted was on vote unanimously adopted. A motion by Gardner, 2nd by Nissen to accept the Client Community Engagement Grant in the amount of $5,000 was on vote unanimously adopted. A motion by Anderson, 2nd Imdieke to approve Resolution 2022-54 Authorizing Execution of Grant Agreement A-SAFE23-2023-KANDISO-024 was on vote unanimously adopted. A motion by Nissen, 2nd by Anderson to approve Resolution 2022-55: 2023 Authorizing Execution of Agreement (Enforcement Grant Agreement) was on vote unanimously adopted. A motion by Nissen, 2nd by Berg to accept SAP 034-641-010 and make final payment to Duininck, Inc.in the amount of $12,705.15 was on vote unanimously adopted. Mel Odens, Public Works Director, appeared to request approval of Resolution 2022-56: County State Aid Highway 4 Right of Way Vacation. Joseph P. and Kimberly J. Ludowese, owners of lands described in Exhibit A, have submitted an application to vacate a portion of CSAH 4 right of way. A motion by Anderson, 2nd by Imdieke to pass Resolution 2022-56, Vacating a Portion of CSAH 4 Right of Way as noted in Exhibits A and 8 which are associated with this Parcel: Lot 2 of the Subdivision of Government Lots 2, 3 and 6 of Section 29, Township 120, Range 33, and Parcel 6M of Kandiyohi County State Aide Highway No.4 Right of Way Plat No. 6 located in Government Lot 2 of Section 29, T120N-R33W, Kandiyohi County Minnesota was on vote unanimously adopted. Sarah Swedburg, EDC, appeared to request the Commissioners to declare October 2022 as Manufacturing Month in Kandiyohi County. Governor Walz has proclaimed October as Manufacturing Month in Minnesota. Regionally, Kandiyohi County is being highlighted during the first week in October. A motion by Nissen, 2nd by Anderson to proclaim October 2022 as Manufacturing Month in Kandiyohi County was on vote unanimously adopted. A motion by Gardner, 2nd by Imdieke to appoint Duane Anderson to the TEST Committee was on vote unanimously adopted Larry Kleindl, County Administrator, gave administrative updates and the Commissioners gave their committee reports for information purposes only.
