The Board of Commissioners of Kandiyohi County met at 9:00 A.M., December 1, 2022, pursuant to adjournment. Berg, Nissen, Anderson, Imdieke present. Gardner absent. A motion by Imdieke, 2nd Anderson to adopt the consent agenda as presented was on vote unanimously adopted. a) Approval of the Minutes from the November 15, 2022 Board Meeting. b) Auditor’s Warrants and Claims - $679,170.03 from Revenue Fund, $332.76 from the Coronavirus Relief Fund, $695.00 from the Regional Treatment Center, $136,258.28 from Road and Bridge Fund, $7,605.33 from County Building Fund, $65,954.25 from Ditch Fund, $4,417.73 from Library Fund, $19,801.08 from Health and Human Services Building Fund, $2,331.06 from the Recorders Technology Fund, $53,152.66 from Water & Sewer Fund, $1,938.00 from the Water & Sewer Bond Fund, $82,220.06 from the Sanitary Landfill Fund,$50.85 from the Forfeited Tax Sale Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer. c) Approval of Spicer Commercial Club WINTERFEST Events d) MFIP / DWP Joint Powers Agreement e) CentraCare Rice Hospital Comprehensive Mental Health Purchase of Service Agreement f) 2023-2024 West Central Industries, Inc. Contract: Extended Employment Services Southwest Adult Mental Health consortium Discretionary Monies - Employment Funds g) 2023 Children’s Mental Health Screening Grant Contract Jennie Lippert, Health and Human Services Director, appeared to present the Prairie Lakes Youth Programs Purchase of Services Contract for approval. A motion by Nissen, 2nd Imdieke to approve the 2023 Prairie Lakes Youth Programs Contract was on vote unanimously adopted. Holly Booth, Executive Director, Prairie Lakes Youth Programs, appeared to update the Commissioners on the programming, activities, and services provided by Prairie Lakes Youth Programs. Board of Commissioners Adjourned by Chair Berg Drainage Authority Called to Order by Chair Berg Loren Engelby, Drainage Manager, appeared to review the MN DOT Petition for the Right to Make Minor Alternations or Changes in County Ditch 46, Lateral 1 of Branch 5, in Kandiyohi County and set a hearing date. A motion by Anderson, 2nd Nissen to set the MNDOT Petition for the Right to Make Minor Alternations or Changes in County Ditch 46, Lateral 1 of Branch 5, in Kandiyohi County hearing date for January 17, 2023 at 1 :30pm in the Kandiyohi County Board Room was on vote unanimously adopted. A motion by Imdieke, 2nd Berg to adjourn the Kandiyohi County Drainage Authority was on vote unanimously adopted. Board of Commissioners Called to Order by Chair Berg Larry Kleindl, County Administrator, appeared to request approval of the proposed 2023 Park Camping Fees and Policy. All proposed changes, policy and procedures were reviewed with the park managers. A motion by Anderson, 2nd Nissen to set the 2023 Park Camping Fees and approve the proposed changes to the policies was on vote unanimously adopted. Larry Kleindl notified the Board of events scheduled at Big Kandi East County Park. June 29 - July 9, 2023: Minnesota Fallen Heroes/Ryane Clark Memorial Display July 29, 2023: Lake Lillian Fun Days September 2, 2023: Fall Family Festival Larry Kleindl appeared to request the appointment of Kent Bauman to Chief Deputy under the administration of Sheriff-Elect Eric Tollefson. A motion by Nissen, 2nd Imdieke to appoint Kent Bauman to Chief Deputy effective January 3, 2023 was on vote unanimously adopted. Val Svor, Assessor, appeared to request acceptance of the Assessment Change Report for 2022. A motion by Anderson, 2nd Imdieke to accept the Assessment Change Report for 2022 was on vote unanimously adopted. Andy Thorson, Facilities Director, appeared to present the Heat Pump bids received and opened on November 15, 2022 and provide recommendations. Chad Hansen, Martin Mechanical Design, Inc., appeared to provide the Commissioners with additional information related to the Heat Pump bids. Mr. Hansen consulted with Lake County Mechanical, Spicer MN, the low bidder, and it was determined that a change order would be required prior to the start of the project due to the unclear building control specifications in the initial bid-let. Recommendations: 1) the bids be rejected and the project be re-bid with the project specifications separating the building controls from the equipment installation, 2) accept the low bid received on November 15, 2022, 3) take no action and table until another meeting. A motion by Nissen, 2nd Berg to accept the bid of Lake Country Mechanical, Spicer MN in the amount of $2,106,000.00 for the Heat Pump Replacement Project was on vote unanimously adopted. Jill Bengtson, Kandiyohi County HRA Director, appeared before the Commissioners to request that they consider allocating APR dollars to establish a Local Housing Trust Fund in Kandiyohi County. The Trust Fund would be administered by the Kandiyohi County HRA with oversight by the County Board. The goal of the Trust Fund is to assist small property owners in Kandiyohi County. Berg requested that Jill Bengtson return at a future meeting for more discussion. Jennie Lippert, Director, appeared to update the Commissioners on the remaining assets of the KandiWorks DAC. The KandiWorks Board turned over $592,235.00 to Kandiyohi County, which is currently being held while a designated community group decides on the future of these funds. Larry Kleindl, County Administrator, gave administrative updates and the Commissioners gave their committee reports for information purposes only. The County Board recessed until 6:00 PM, Thursday, December 1, 2022. The County Board reconvened at 6:00pm on December 1 , 2022 in the Multipurpose Room, HHS Building, 2200 23 Street NE, Willmar MN pursuant to published notice. Berg, Nissen, Anderson, Imdieke present. Gardner absent. The Public Hearing for the approval of the 2023 budget and levy came on per notice given. Larry Kleindl, County Administrator, presented and explained the proposed 2023 budget. Chairman Berg asked for public comments. All those present were given an opportunity to be heard. Two members of the Public made comments to the Board. Ron Christianson, Willmar MN, asked what the breakdown of each property tax dollar was and specifically, what amount was for the County. He also asked how much of the increase in the County Budget was for wages. Dean Johnson, Willmar MN, asked how Tax Increment Financing affected property taxes. A motion by Nissen,2nd Imdieke to close the TNT Hearing was on vote unanimously adopted. A motion by Imdieke, 2nd Anderson to approve the 2023 Budget and levy of $36,362.370 as presented and follows was on vote unanimously adopted. WHEREAS, said levies be made upon the taxable value of property of Kandiyohi County as determined by the 2022 assessment in accordance with laws governing each of said funds, and NOW, THEREFORE, BE IT RESOLVED, that the County Board of Commissioners of Kandiyohi County hereby adopts the final budget for 2023 expenditures.
