The Board of Commissioners of Kandiyohi County met at 9:00 A.M., July 5, 2022, pursuant to adjournment. All Members were present. A motion by Nissen, 2nd Anderson to approve the consent agenda as presented as follows. A. Approval of the Minutes from the June 21, 2022 Board Meeting. B. Auditor’s Warrants and Claims - $206,142.02 from Revenue Fund, $242.80 from Regional Treatment Center Fund, $80,128.13 from Road and Bridge Fund, $8,607.86 from County Building Fund, $15,378.84 from Ditch Fund, $3,410.66 from Library Fund, $1,702.99 from Health & Human Services Building Fund, $37,369.98 Recorders Technology Fund, $17,935.59 from Water & Sewer Fund,$19,659.04 from Sanitary Landfill Fund, $50.85 Forfeited Tax Sale Fund according to the detailed listing of claims as recorded in the Office of the County AuditorfTreasurer. C. Gambling Permit Request - PWELC - 09/09/2022 Paddlewheels Bidder Bid Amount Estimate: $26,400.00 Melissa K. Danielson $40,000.00 6483 Highway 71 South, Willmar, MN 56201 Melissa K. Danielson’s bid, received on July 1, 2022, for Parcel 18-492-0035 was $40,000.00. A cashier’s check of 5% ($2,000.00) of the bid amount was enclosed. A motion by Imdieke, 2nd Gardner to approve the sale of Surplus County Property Land Parcel 18-492-0035 to Melissa K. Danielson for the sum of $40,000.00 was on vote unanimously adopted. A motion by Gardner, 2nd Anderson to approve the Minnesota Department of Heath ELG (Epidemiology and Laboratory Capacity) Grant Agreement was on vote unanimously adopted. A motion by Imdieke, 2nd Nissen to approve the SCAAP Grant Agreement was on vote unanimously adopted. A motion by Nissen, 2nd Anderson to adopt Resolution 2022-36: Authorizing Sale of Tax Forfeited Land Parcel 65-125-0060 to the City of Pennock for the sum of $1.00 was on vote unanimously adopted. Larry Kleindl, County Administrator, appeared to request reappointment of Trisha Appeldorn as Veteran Service Officer and appointment of Anabeth Wall as Assistant Veteran Service Officer. A motion by Gardner, 2nd Berg to approve the reappointment of Trisha Appeldorn as Veteran Service Officer and appoint Anabeth Wall as Assistant Veteran Service Officer was on vote unanimously adopted. The Oath of Office was administered to Veteran Service Officer Trisha Appeldorn and Assistant Veteran Service Officer Anabeth Wall. A motion by Imdieke, 2nd Nissen to approve an Equipment Advancement for the purchase of the Bobcat E145 Excavator with required attachments was on vote unanimously adopted. A motion by Nissen, 2nd Anderson to approve an J::quipment Advance for the purchase of a Freedom Boat for the Rescue Squad was on vote unanimously adopted. Kathy Nelson, Interim Health and Human Services Director, appeared to request approval to file for mediation with the Minnesota Department of Human Services regarding Families and Children procurement assignment. A motion by Nissen, 2nd Imdieke to approve the request to file for mediation with the Minnesota Department of Human Services regarding Families and Children procurement assignment was on vote unanimously adopted. A motion by Gardner, 2nd Imdieke to adopt Proclamation 2022: Pretrial, Probation, and Supervised Release Supervision Week Restoring Trust and Creating Hope was on vote unanimously adopted. Larry Kleindl, County Administrator, gave administrative updates and the Commissioners gave their committee reports for information purposes only. The next ARPA Work Session is tentatively set for August 2, 2022 in the Board Room, Kandiyohi County Health and Human Services Building, 2200 23rd Street Northeast, Willmar MN 56201, following the Board of Commissioners’ Meeting. Commissioner Gardner requested that Bryan Hedlof be appointed as an at large member to the AIS Taskforce. A motion by Gardner 2nd Anderson to approve the appointment of Bryan Hedlof as an at large member of the AIS Taskforce was on vote unanimously adopted.
