The Board of Commissioners of Kandiyohi County met at 10:00 A.M., March 1, 2022, pursuant to adjournment. All members were present. A motion by Nissen 2nd Imdieke to approve the consent agenda, as presented as follows. A. Auditor’s Warrants and Claims - $235,487.99 from Revenue Fund, $35.56 from Regional Treatment Center Fund, $118,941.77 from Road and Bridge Fund, $3,457.25 from County Building Fund, $204,507.25 from Ditch Fund, $5,531.20 from Library Fund, $13,751.48 from Health & Human Services Building Fund, $1,627.50 from Recorders Technology Fund, $36,705.17 from Water & Sewer Fund, and $24,624.46 from Sanitary Landfill Fund, according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer. B. Approval of the minutes from the February 15, 2022 board meeting. Motion Carried Unanimously. A motion by Gardner 2nd Anderson to accept $2,000 from Kandiyohi Power Cooperative to purchase personal floatation devices for the Kandiyohi County Sheriff’s Department Water Search and Rescue Team. Motion Carried Unanimously. A motion by Imdieke 2nd Nissen to accept $3,000 from Kandiyohi Power Cooperative to help bring school bus extraction training to the Rescue Squad. Motion Carried Unanimously. Jennie Lippert, Health and Human Services Director, appeared to give the board a Covid-19 Situational update. A motion by Gardner 2nd Nissen to end the mask mandate for County buildings effective immediately. Motion Carried Unanimously. Bids were opened for SAP 034-604-031, grading and aggregate base for CSAH 4 from CSAH 8 to CR 83, at this time pursuant to published notice as follows: Bidder Bid Amount Estimate: $1,451,648.00 Bidder: Central Specialties Incorporated Alexandria, MN $1,711,626.05 Bidder: Duininck Inc. Prinsburg, MN $2,337,310.65 Bidder: R & G Construction Co Marshall, MN $1,475,375.85 Bids were opened for CS-22, Reflectorized Pavement Markings at this time pursuant to published notice as follows: Bid Amount Estimate: $97,875.00 Bidder: Sir Lines-A-Lot, Inc. Edina, MN $111,020.00 Bidder: Traffic Marking Services, Inc. Maple Lake, MN $106,900.00 Bids were opened for CA-22, Chloride Application at this time pursuant to published notice as follows: Bid Amount Estimate: $210,000.00 Bidder: Allstates Pavement Recycling and Stabilization Rogers, MN $225,456.00 Bidder: Crow River Construction New London, MN $193,200.00 Bidder: EnviroTech Services, Inc. Greeley, CO $218,400.00 Bidder: Knife River Corporation Sauk Rapids, MN $206,472.00 A motion by Anderson 2nd Imdieke to approve Resolution 2022-13: Approving Town Road Account Payments of $678,919.00 to the 24 townships within Kandiyohi County using the approved distribution formula. Motion Carried Unanimously. Luke Johnson, Electric & Broadband Operations Manager, Meeker County Coop and Vibrant, appeared to give an overview and background information of their broadband projects. They are in the process of submitting an application now to install broadband in the eastern townships in Kandiyohi County, and if awarded, construction could begin in the summer of 2023. Larry Kleindl, administrator, gave an update on the options and timeline for redistricting commissioner districts. If the public would like to submit a plan, or comment, they are welcome to do so at the County Auditor’s Office or the Administrator’s Office on or before the public hearing scheduled for 10:00 A.M April 5th, 2022 during the regularly scheduled board meeting. A motion by Imdieke 2nd Gardner to submit a letter of support for the Glacial Lake Trail extension west at 153rd Ave that is heavily utilized route by pedestrians, bikers, and autos. Motion Carried Unanimously. Mel Odens, Public Works Director, appeared and reported on the bids for CS-22, Reflectorized Pavement Markings, and CA-22, and recommended that the bids be awarded to the lowest bidders; Traffic Marking Service, Inc. for reflectorized pavement markings and Crow River Construction for chloride application. A motion by Gardner 2nd Nissen to award the bid for CS-22, Reflectorized Pavement Markings to Traffic Marking Service, Inc. out of Maple Lake, MN for $106,900.00; and to award the bid for CA-22, Chloride Application to Crow River Construction out of New London, MN for $193,200.00. Motion Carried Unanimously. A motion by Berg 2nd Imdieke to nominate Commissioner Gardner to the Rural Child Care Innovation Program Committee. Motion Carried Unanimously. Larry Kleindl gave administrative updates and the Commissioners gave their committee report, for information purposes only. On motion the meeting was adjourned until 10:00 A.M., March 15, 2022.
