The Board of Commissioners of Kandiyohi County met at 10:00 A.M., May 5, 2020, pursuant to adjournment. All members were present.
A motion by Nissen 2nd Ahmann to approve the minutes of the April 21, 2020 board meeting was on vote unanimously adopted.
A motion by Ahmann 2nd Imdieke to approve the payment of claims being $121,664.10 from Revenue Fund, $1,724.97 from Regional Treatment Center Fund, $94,664.94 from Road and Bridge fund, $16,791.71 from County Building Fund, $99,325.55 from Library Fund, $190,332.84 from Health & Human Services Building Fund, $1,346.88 from Recorders Technology Fund, $45,352.11 from Water & Sewer Fund, $1,884.00 from Water & Sewer Bond Fund, $4,496.00 from Capital Projects Fund, $22.75 from Computer/Communications Maintenance Fund, $5,243.47 from Capital Equipment Fund, $5,243.47 from Capital Equipment Fund, $37,454.64 from Sanitary Landfill Fund, $10.00 from Kandi/Renville Health Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted.
Mel Odens, Public Works Director, appeared and reported on the bids for the CF-20 Crack Filling and recommended that the bid be awarded to the lowest bidder, Asphalt Surface Tech Corp of St. Cloud, MN in the amount of $182,370.50. A motion by Imdieke 2nd Nissen to award the bid for the CF-20 Crack Filling to the lowest bidder, Asphalt Surface Tech Corp of St. Cloud, MN in the amount of $182,370.50 was on vote unanimously adopted.
Mel Odens, Public Works Director, appeared and reported on the bids for the
SAP 034-640-019 Grading and Aggregate Base and recommended that the bid be awarded to the lowest bidder, Duininck, Inc. of Prinsburg, MN in the amount of $1,180,762.70. A motion by Ahmann 2nd Berg to award the bid for the SAP 034-640-019 to the lowest bidder, Duininck, Inc. of Prinsburg, MN in the amount of $1,180,762.70 was on vote unanimously adopted.

The County Board meeting was recessed.
The County Ditch Authority meeting was held.
The County Board meeting was reconvened.
A motion by Ahmann 2nd Nissen to approve the MN Snowmobile Trails Assistance Program - Maintenance and Grooming Application for 2021 for the Glacial Lakes Trail was on vote unanimously adopted.
Sheriff Holien appeared to request acceptance of grant funds for the NG 9-1-1 Call Handling Equipment. Holien stated that the total grant amount awarded to the Central Minnesota Emergency Communications Board was in the amount of $196,784.52. Holien stated that if approved, Kandiyohi County will be receiving funds in the amount of $13,432.80. A motion by Nissen 2nd Ahmann to accept the grant funds for the NG 9-1-1 Call Handling Equipment in the amount of $13,432.80 was on vote unanimously adopted.
A motion by Imdieke 2nd Berg to approve Resolution 2020-18 was on vote unanimously adopted.

EXHIBIT "E" FOR GRANT AGREEMENT TO STATE TRANSPORTATION FUND
(LOCAL ROAD
IMPROVEMENT
PROGRAM)
GRANT TERMS AND CONDITIONS
SAP 034-605-038
Whereas, Kandiyohi County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for Local Road Improvement; and
Whereas, the Commissioner of Transportation has given notice that funding for this project is available; and
Whereas, the amount of the grant has been determined to be $730,512.86 by reason of remaining funds available;
Now, Therefore, Be It Resolved, that Kandiyohi County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the project but not required. The proper county officials are authorized to execute a grant agreement with the Commissioner of Transportation concerning the above-referenced grant.

Gary Geer, Director of Environmental Services, appeared regarding the bids that were received for single sort curbside recycling. Geer stated that staff had sent out several proposals for haulers to bid. West Central Sanitation prepared bids for each proposal. Waste Management did not bid on the proposals. Geer presented and explained Bid #1 and Bid #2 along with cost comparisons from neighboring counties. Geer and staff recommended Bid #1 which provides bi-weekly single sort curbside in cities and monthly single sort curbside in rural. A motion by Imdieke 2nd Ahmann to accept Bid #1 as presented and to have staff present a contract to the board at a future meeting based on Bid #1 was on vote unanimously adopted.
Jennie Lippert, Health and Human Services Director, and Kim Lindahl, Director of Emergency Management appeared and gave an update on the COVID-19 pandemic.
Larry Kleindl, County Administrator, appeared regarding reservations at our County Parks. Kleindl stated that he has received many calls from campers requesting to cancel their reservations for camping season 2020. Kleindl requested board approval to refund camping refunds waiving all cancellation fees or penalties for the 2020 camping season only. A motion by Nissen 2nd Ahmann to approve the refunding of camping fees from campers that have requested cancellation of their reservations without cancellation fees or penalties for the 2020 camping season only was on vote unanimously adopted.
Larry Kleindl, County Administrator, appeared regarding the reopening of the County Buildings after the Governor's current order expires on May 18th. Kleindl presented a three phase plan to reopen its buildings to the public and bring back the employees.
The Commissioners gave their committee reports for information purposes only.
On motion the meeting was adjourned until 10:00 A.M., May 19, 2020.
