ADJOURNED MEETING OF THE COUNTY BOARD
Office of the County Auditor/Treasurer of Kandiyohi County, Willmar, Minnesota.
The Board of Commissioners of Kandiyohi County met at 10:00 A.M., October 15, 2019, pursuant to adjournment. All members were present.
A motion by Madsen 2nd Ahmann to approve the minutes of the October 1, 2019 board meeting was on vote unanimously adopted.
A motion by Imdieke 2nd Berg to approve the minutes of the October 10, 2019 road and bridge meeting was on vote unanimously adopted.
A motion by Imdieke 2nd Madsen to approve the payment of claims being $395,514.65 from Revenue Fund, $6,354.31 from Regional Treatment Center Fund, $117,034.50 from Road and Bridge Fund, $9,368.11 from County Building Fund, $20,864.72 from Ditch Fund, $3,794.76 from Library Fund, $15,098.24 from Health & Human Services Building Fund, $1,500.00 from Recorders Technology Fund, $36,766.50 from Water & Sewer Fund, $1,896.00 from Water & Sewer Bond Fund, $1,894.53 from Computer/Communication Maintenance Fund, $125,366.09 from Capital Equipment Fund, $674.17 from D.A.R.E. Fund, $94,901.10 from Sanitary Landfill Fund, $138.00 from Forfeited Tax Sale Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously adopted.
The County Board meeting was recessed.
The County Ditch Authority meeting was held.
The County Board meeting was reconvened.
A motion by Ahmann 2nd Berg to approve the following Resolution was on vote unanimously adopted.
RESOLUTION
WHEREAS, Contract LFCAP-18 (2018 Landfill Development Construction Project) has in all things been completed, the County Board being fully advised in the premises.
NOW THEN, BE IT RESOLVED, that the Board hereby accepts the completed contract for and on behalf of the County of Kandiyohi and authorizes final payment to Swenson & Sons Construction, Inc. in the amount of $37,157.74.

Larry Kleindl, County Administrator, presented the contract from Klein & McCarthy Architects of St. Louis Park, MN for the architectural services for the remodel and addition to the county jail facility. A motion by Ahmann 2nd Imdieke to approve the contract from Klein & McCarthy Architects of St. Louis Park, MN for the architectural services for the remodel and addition to the county jail facility as presented was on vote unanimously adopted.
Mel Odens, Public Works Director, appeared and presented a Memorandum of Understanding (MOU) between Morgandale Owners Association, along with Jerry and Val Sechler and Kandiyohi County for the Alvig Slough outlet culvert to Green Lake. A motion by Imdieke 2nd Ahmann to approve the Memorandum of Understanding (MOU) between Morgandale Owners Association, along with Jerry and Val Sechler and Kandiyohi County for the Alvig Slough outlet culvert to Green Lake as presented with the condition that the homeowners sign off first was on vote unanimously adopted.
A motion by Madsen 2nd Imdieke to approve the rezone requested by Thomas Cuchna; applicant requesting an amendment to the zoning maps to rezone property from RM Shoreland Resource Management District to R-1 Shoreland Residential Management District on his property in Section 27 of Fahlun Township with the findings of the Planning Commission was on vote unanimously adopted.
Larry Kleindl, County Administrator, appeared regarding the 2020 board committees. Kleindl asked the Board to look at their committee assignments to see if the committee structure should be re-evaluated for 2020.
A motion by Madsen 2nd Ahmann to approve the publishing of the 2018 financial statement was on vote unanimously adopted.
The Commissioners gave their committee reports for information purposes only.
On motion the meeting was adjourned until 10:00 A.M., November 5, 2019.
