SUMMARY PUBLICATION OF CITY OF WILLMAR ORDINANCE NO. 1487 AN ORDINANCE REGULATING THE SALE OF TETRAHYDROCANNABINOL PRODUCTS IN THE CITY OF WILLMAR Summary: Ordinance No. 1487 was introduced by the Willmar City Council on September 6, 2022. This Ordinance establishes regulations on persons and entities engaged in the sale of any product that contains tetrahydrocannabinol and that meets the requirements to be sold for human or animal consumption under Minnesota Statutes, section 151.72 (“THC Products”) in order to protect the public health, safety and welfare and the public peace. The regulations require sellers of THC Products to obtain a license from the City and adhere to regulations designed to prevent such products from being sold to or accessed by those under the age of 21 by, for example, requiring such products to be stored behind a counter or in a secured case or storage unit and not available to customers on a “self-service” basis. The ordinance further proscribes escalating penalties for each violation of the ordinance by licensed or non-licensed individuals or entities. This Ordinance, once it takes effect, will repeal Emergency Ordinance No. 1482, adopted by the Willmar City Council on July 18, 2022 to temporarily regulate sales of THC Products in the City.
