SUMMARY PUBLICATION OF CITY OF WILLMAR ORDINANCE NO. 1456
AN ORDINANCE OF THE CITY OF WILLMAR, MINNESOTA AMENDING WILLMAR ORDINANCE 1060, KNOWN AS THE WILLMAR ZONING ORDINANCE, BY REQUIRING AFFORDABLE HOUSING PLANS FOR CERTAIN PROJECTS, ESTABLISHING OPEN ZONING IN THE RENAISSANCE ZONE, AND ADDING A NEW ARTICLE IV TO CITY CODE CHAPTER 14 ESTABLISHING A HERITAGE DESIGNATION PROCESS
Summary: Ordinance No. 1456 adds a new subdivision within City Ordinance 1060, Section 8 requiring certain housing projects within the Renaissance Zone to submit and follow an affordable housing plan, in order to preserve a mix of market and below-market housing opportunities in the area.
This ordinance also establishes the administration process, performance standards, and alternative Open Zoning process regulating the Renaissance Zone overlay district within City Ordinance 1060, Section 12. This overlay district allows for exemptions from the standards applicable to the underlying zoning district within the Renaissance Zone to achieve greater zoning flexibility through a conditional use permit process, and together with targeted development incentives promotes the economic, residential, and cultural development of the Renaissance Zone.
The ordinance amendment also establishes a Downtown Commercial Heritage District and a City-wide voluntary local heritage designation process through which eligible properties may apply for local heritage designation that would protect the historically or culturally significant characteristics of the property, or designated portion(s) thereof. The ordinance also establishes a Heritage Preservation Commission and authorizes it to review proposed changes to protected properties, establish rules governing such properties, and provide guidance on historical building preservation.
