Attorney's opinion backs city decision to pull 'Kandi Rapper' episode from WRAC

WILLMAR -- An attorney's opinion upholds the city's decision to pull the 13th episode of "Kandi Rapper,'' a weekly opinion program by Willmar resident Bob Skor shown on Willmar Regional Access Channels, the city-owned cable TV programming operation.

Cable franchise attorney Brian Grogan of Minneapolis said that because the program includes content that may well be in violation of Minnesota statutes (a matter to ultimately be determined by the Willmar Police Department or Kandiyohi County attorney), the program should no longer be aired on WRAC.
