WILLMAR -- The Willmar City Council will consider amendments being proposed by the City Charter Commission that would extend the terms of appointees to the Rice Memorial Hospital Board and Municipal Utilities Commission.
The Charter Commission is recommending the terms be extended from two 3-year terms to three 3-year terms, and allowing additional terms after vacating the duties for one year or more.
An ordinance to amend the charter cannot be heard until 14 days after the official publication. City Clerk-Treasurer Kevin Halliday is recommending the hearing should be set for Oct. 19, 2009.
He said City Attorney Rich Ronning has prepared the amending ordinance that must be adopted in its entirety by all eight City Council members or the amending ordinance would have to be submitted to the general populace in the November 2010 general election.
The Rice Board and Utilities Commission are asking for the term extensions to allow members to take greater advantage of their hospital and utility knowledge before their terms expire.

The council will meet at 7 p.m. Monday in the chambers in the Municipal Utilities Building.
In other business, the council will take comments during the open forum, and will receive a presentation from Bradley Peterson of the Coalition of Greater Minnesota Cities.
The council will receive the reports from the Finance Committee and Public Works/Safety Committee, and will consider an ordinance to allow a 3.2 percent malt liquor license for the Northwoods Baseball Team.
Also, the council will hold three hearings:
- Consider an ordinance authorizing issuance of a $1,788,716 general obligation wastewater revenue note of 2009 and a $447,179 forgivable loan.
- Consider an ordinance to rezone two lots in Terraplane Addition (Oxford Drive Southeast) from GB (general business) to R-4 (medium density multiple family) for the development of apartments.
- Consider a request by KLC of Willmar to vacate and relocate a portion of a 20-foot stormwater easement and pipe to a newly created lot line of the replatted Cambridge Addition located near 24th Street Southeast (just off U.S. Highway 12).
