WILLMAR -- The Willmar City Council has voted to allow the Willmar Design Center to apply for a state grant of $170,000 to $180,000 to connect the Glacial Lakes State Trail to downtown Willmar.
The proposed trail connection is a project of the Design Center. If approved, the grant would not be awarded until 2012.
In other business Monday night, the council:
- Voted to close Fourth Street Southwest between Litchfield Avenue and Becker Avenue from 5 to 7 p.m. Sept. 18 for a public celebration honoring the acceptance of the former West Central Tribune building in downtown Willmar on the National Register of Historic Places. The building is owned by Engan and Associates.
- Approved the request of the Willmar Area Arts Council to close portions of Becker Avenue and Fifth Street Southwest for the 10th annual Celebrate Art! Celebrate Coffee! The event will be from 10 a.m. to 4 p.m. Sept. 15.

- Approved a deadline extension for Design Electrical Contractors of St. Cloud to complete street light installation in the Water View Business Park. The extension was requested because the street construction is not completed.
- Approved change orders totaling $23,861 for additional labor and materials associated with construction of the connection between the Civic Center and the Blue Line Building. The additional cost will be taken from the project's contingency fund and won't affect the overall budget.
- Approved plans and specifications and voted to open bids for construction of the Willmar Avenue Southwest extension between County Road 47 and state Highway 40. The extension will be constructed this year through the former airport.
- Appointed Luz Jiminez to the Housing and Redevelopment Authority Board of Commissioners.
