Council's Public Works Committee OKs change orders for city projects

WILLMAR -- It was mainly an agenda of change orders for the Willmar City Council's Public Works/Safety Committee Tuesday night.

The committee approved a $41,131 increase in the $415,825 contract with Chad Monson Excavating of Willmar for additional materials needed during construction of the phase 2 interceptor sewer line this fall.

Monson had to bring in new materials to stabilize the trench where the interceptor sewer line was being installed along the east side of the Kandi Mall parking lot, explained Sandra Kimmler, senior civil engineer with Donohue and Associates, the design consultant for the new wastewater treatment plant project.

Kimmler said Monson had planned to return excavated soil materials to the trench and repave the parking lot, but nearly four days of rain rendered the excavated materials unusable. Kimmler said Monson brought in recycled concrete, which provided a solid base and allowed the excavated area to be repaved.

Although the wet conditions increased the contract, Kimmler said the project is still under budget.

In related business, the committee approved a $3,437 decrease in the contract with S.J. Louis Construction of Waite Park for installation of the phase I interceptor sewer line last year between 19th Avenue Southeast and 28th Avenue Southeast.

Kimmler said a survey was done to measure the final quantities of material used in the project, and she said the change order reflects the actual quantities used and installed compared with the originally estimated quantities.

"Everything was bid per unit price, so you actually pay for what is used,'' said Kimmler.

In other business, the committee:

- Approved a $4,600 increase in the contract with Granite Ledge Electrical Contractors of Foreston to stabilize the concrete foundation for the new signal light on the southwest corner of the intersection at 19th Avenue Southeast and Fifth Street.

- Approved a $3,000 increase in the $18,200 contract with Short Elliott Hendrickson Inc. of St. Paul for additional professional services related to start-up and modifications of the signal system at 19th Avenue Southeast and Fifth Street. The change order is covered by the contingency fund in the $245,957 budget.

- Approved the following donations for a student study area in the new connection between the Civic Center and the Blue Line building: a leather sectional sofa valued at $3,000 from Slumberland; and a $3,500 gas fireplace from Fireside Hearth and Home ($2,000) and Torgerson Properties ($1,500).

- Approved a 10-year, interest-free airport hangar financing loan of $350,983 from the Minnesota Department of Transportation. The money will be used to build the 12-unit T-hangar at the new airport. The state will provide 80 percent of the financing and the city 20 percent.

- Approved two changes resulting in a saving of $7,592 in the construction contract with Breitbach Construction of Elrosa for the airport T-hangar.

- Approved a professional services agreement not to exceed $10,000 with Barr Engineering of Minneapolis to review new development projects for conformance to city ordinance and state and federal regulations. Barr will perform the services during the interim period when the City Engineering Department is without an assistant city engineer, according to Mel Odens, public works director.
