Criminal sex charges dropped after alleged victim recants

WILLMAR -- The criminal sexual conduct charges against a 66-year-old Willmar man were dismissed July 27 after the 17-year-old who made the allegations recanted her story to multiple individuals.

Paul Villearreal Guerrero faced 10 felony charges -- six first-degree and four second-degree criminal sexual conduct -- based on alleged sexual abuse between the fall of 2001 and the summer of 2005. That alleged abuse, according to the criminal complaint, occurred when the girl and her mother lived with Guerrero. At the time, he was the boyfriend of the mother. The teen initially had alleged that the abuse started with kissing, then progressed to sexual touching and oral sex.
